The Financial Services Program manages the agency’s financial resources and supports agency planning so that environmental goals and strategic priorities are met.

The program’s Revenue & Receivable Unit in Lacey, WA is looking for a Fiscal Analyst 2 (In Training). This unit is responsible for: Loans Receivable Accounting, Cash Receipt Accounting, and Agency Receivable Accounting.
This position may perform any unit duties consistent with the Fiscal Analyst 2 level, but typically focuses on agency Cash Receipt Accounting and Accounting for Agency Fee Revenue/Billings.
The position supports the Fiscal Office Mission of delivering useful and timely financial information to all levels of agency management:

  • Maintaining the integrity of data in all agency financial systems.
  • Providing direct services to agency management in all areas of revenue and expenditure accounting and reporting.
  • Maintaining compliance with all federal and state financial reporting laws and rules.


Some of the key work activities of the Fiscal Analyst 2 are:
Daily Cashiering:

  • Analyzes checks and cash received and enters data into Cashiering System.
  • Reviews revenue receipts for general ledger and account codes and prepares and ensures deposit meets the 24-hour deposit rule. (See RCW 43.01.050 daily remittance of moneys to treasury / OFM SAAM 85.50.10.a. Deposit of treasury and treasury trust receipts).
  • Retrieves payments from lobby drop box prior to close of business day.
  • When customer requests, meets customer at main reception and prepares receipt for in-person payment.
  • Prepares and enters Journal Vouchers for cashiering corrections and reviews and approves interagency and correction Journal Vouchers from other staff to verify correct general ledger and account coding.
  • Uses proper accounting controls/procedures affecting the collection of cash, ensuring that the collection is deposited timely and correctly to over 40 separate agency Funds. In addition to using over 40 funds, each cash collection must be recorded to the correct AFRS general ledger code, revenue structure, project structure and expenditure structure.
  • Trains Cashiers on Cashiering activities.
  • Reconciles system-processed receipt numbers with manual receipt numbers issued in the field. Reconciles Lock box banking transactions.

System Reporting:

  • Prepares, reviews, analyzes and interprets automated and manual reports and queries using state and agency systems.
  • Identifies and corrects errors. These systems include the Agency Financial Reporting System (AFRS), Billing and Revenue Tracking System (BARTS), the Accounts Receivable System (AR), Ecology Loan Tracking System (ELTS), and the agency Cashiering System.
  • Provides information and reports on agency revenue and cash collections to agency staff, customers, governmental organizations and the public.

System and Process Development/Enhancement:

  • Collaborates with accounting team and IT staff to design, develop, and test new accounting systems and reports. Helps enhance, redesign, and test existing systems and reports.
  • Maintains skill in current applications and learns new applications when needed.
  • Helps develop new accounting practices and procedures and ensures internal control measures are met.

Others as Assigned:

  • Provides back-up coverage to other Fiscal Analyst 2 positions within the unit during workload peaks or staff absences.

In support of the unit, performs data entry and creates various documents for agency receivables. Performs other duties as identified and assigned by supervisor or lead worker.

The goal class for this position is a Fiscal Analyst 2. We will consider applicants who meet the requirements for the Fiscal Analyst 1 and 2 levels. If the finalist meets the requirements for the Fiscal Analyst 1 level then they will be hired in at that level and will be placed into a training program to become a Fiscal Analyst 2 within a specified period of time.
Qualifications

Required Qualifications:

  • Education and Experience FA2 Level – pay range 44 ($3,123.00-$4,085.00 per month)
  • A Bachelor’s degree with a minimum of 18 quarter or 12 semester hours of college-level accounting and a minimum of two (2) years of relevant experience. Professional accounting experience may substitute for education, but not for the minimum accounting credits.
  • Education and Experience FA1 Level – pay range 40 ($2,848.00-$3,700.00 per month)
  • A Bachelor’s degree with a minimum of 18 quarter or 12 semester hours of college-level accounting. Professional accounting experience may substitute for education, but not for the minimum accounting credits.


Skills – 

  • Software:
    • Basic proficiency using Microsoft Office products including Word, Excel and Outlook.
    • Able to create, edit, modify, save, and delete documents and spreadsheets.
    • Can locate and accurately modify existing files and templates for reuse in a shared network environment.
  • Work: Accuracy and attention to detail.

Desired Qualifications:

  • Education & Experience: 30 quarter or 20 semester hours of college-level accounting and three or more years of relevant experience.
  • Skills:
    • Ability to use a 10-key calculator by touch.
    • Ability to prioritize tasks and organization skills to create and maintain unit files.
    • Intermediate proficiency with agency standard software applications and systems.
  • Work:
    • Reliability to be on the job and be a productive team member in a busy unit with deadlines and seasonal workload issues.
