The Water Quality Program is looking to fill a Municipal Stormwater Permit Planner (Environmental Planner 3) position, located in our Headquarters Building in Lacey, WA.

The Municipal Stormwater Permit Planner develops municipal stormwater management permits, and provides policy and planning guidance. This requires a comprehensive programmatic approach to managing the environmental impacts of urban stormwater runoff.

Duties

The mission of the Water Quality Program is to protect and restore Washington’s waters to sustain healthy watersheds and communities. Our work ensures that state waters support beneficial uses including recreational and business activities, supplies for clean drinking water, and the protection of fish, shellfish, wildlife, and public health.

As an independent project manager, this position is responsible for developing the permit that guides the implementation of municipal stormwater programs at the city and county levels in Phase I municipal stormwater permitted jurisdictions. This includes:
 
Municipal stormwater permit planning and development:

  • Serves as an associate level planner with responsibility for developing municipal stormwater management permits.
  • Develops policies, procedures, and permit requirements used by local governments, other state agencies, consultants, and others in stormwater management.
  • Works with other programs, local governments, and state agencies in identifying information required for policy development, legislation, regulations and recommended priorities related to general permits.
  • Conducts technical liaison with internal and external planning personnel at the local, state, and federal levels related to implementing general permits, including questions on enforcement, monitoring, and effluent limitations, best management practices (BMPs), permit applicability, and administration.
  • Works with the Attorney General’s Office to effectively coordinate, negotiate, and resolve enforcement actions and permit appeals. Compiles the necessary materials to be presented before judicial courts and boards, represents the program and agency management, and testifies at legal hearings.
  • Plans, directs, and coordinates internal and external outreach activities related to the permits. This includes planning and coordinating permit reissuance to engage stakeholders.


Developing policies, procedures, and standards of adequacy for general permits:

  • To guide development of new and modified permit requirements and guidance, gathers and analyzes information on stormwater policies, procedures, and regulations.
  • Leads planning and coordination with local governments and Ecology regional planning staff to develop and facilitate new stormwater-related initiatives such as basin planning, adaptive management, and local program equivalency determinations.
  • Provides significant input and insight into standards of adequacy for equivalency reviews of Phase I permittee stormwater management manuals and related codes.


General permit writing:

  • As the Phase I permit writer, writes municipal stormwater general permits, fact sheets, and formal responses to public comments.
  • Composes correspondence, drafts documents, and prepares reports for final editing.
  • Attends unit, section, program, and agency meetings as appropriate to ensure coordinated work efforts and stays updated on related projects.

Qualifications



Required Qualifications:

A Master’s degree or above with major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field AND two years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development.

OR

One year of experience as an Environmental Planner 2, provided a degree as described above has been obtained.

NOTE: Two years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development, will substitute for the Master’s degree provide a Bachelor’s degree in a field listed above or a natural science has been achieved. 

 
Preferred/Desired Qualifications:

Two or more years of regulatory experience and demonstrated abilities to:

  • Read and understand scientific/technical literature, interpret data, and interact with scientists.
  • Communicate well in writing and in speech (especially when communicating regulatory concepts to a lay audience)
  • Lead others (e.g. team members) toward the achievement of a project goal.
