POSITION PROFILE:
 
This position is located in the heart of the beautiful Olympic Peninsula. Small town living with a large variety of outdoor recreational activities. The climate varies from rainforest on the west to semi-arid on the north. The duty station is located in Forks however working up to two days a week in Port Angeles may be allowed on request.
The Management Forester is responsible for communicating and coordinating with the State Lands Assistant, District Managers, and region specialists to meet State Lands program deliverables. This includes setting priorities, helping to set long-term goals, reporting quarterly accomplishments, representing the Department’s interest to private operators, businesses and the public where complex, sensitive issues are involved. The Management Forester:

  • Manages the Product Sales for Olympic Region and is responsible for developing, implementing and accomplishing a region Timber Sales Program that annually sells, at optimal market values, 70-110 mmbf of timber in Olympic Region.
  • Supervises the Rights of Way manager for the Region and is responsible for determining, deciding on and tracking priorities for easements and property acquisition; assists in the development and updating of the 5 year easement schedule; ensures the sales of special forest product permits and leases meet the policies and procedures of the Department. Working with other State Lands Managers in the Region, helps set and keep projects on time and sets priorities.
  • Supervises the Region Wildlife Biologist which includes ensuring that the section is working with the Districts and Roads Sections to provide stream typing, habitat consultations, and old growth consultations. This involves communicating with District Foresters and the Region Engineer to find out what the needs are and assist with prioritization of these needs.
  • Responsible for oversite of 14 recreation sites and 42 miles of trails. Ensures that staff are properly maintaining recreation sites and trails so they are safe for the public to use and provide a quality recreation experience. Provides oversite on the management of the recreation budget, capital budget and grant spending.
  • Manages the Regions Silviculture unit and is responsible for developing, implementing and accomplishing the regions silviculture deliverables. These include ensuring quality P and T prescriptions, vegetation management, site preparation, sowing requests, planting, pre-commercial thinning, and all forest surveys. This work involves communicating with District staff to coordinate planting unit acreage and harvest timing;  negotiating with District Managers for staffing during planting season, and gathering information about site prep, and vegetation management.
Qualifications

REQUIRED QUALIFICATIONS:

  • Knowledge of DNR management principles and understanding of forest land planning and timber management planning.
  • Knowledge of Silviculture principles for the Pacific Northwest.
  • Knowledge of Forest Practices rules and other forestry laws and practices.
  • Understanding of current DNR forest management plans, Habitat Conservation Plan, Policy for Sustainable Forests, and associated agency policies, procedures, and rules.
  • Knowledge of logging and forest road construction equipment.
  • Expert ability to correctly read, write, and interpret contract language.
  • Expert knowledge of the SEPA process, including the ability to correctly read, write and interpret SEPA documents.
  • Proficient computer skills in MS word, MS Excel, and ARC-GIS, with aptitude for learning new software as needed
  • Trust management theory and principle
  • Strong verbal, written, and interpersonal communication skills as demonstrated by the ability to resolve conflicts, write effectively, and communicate with diverse groups both internal and external
  • Ability to set priorities in a complicated work environment, think critically, analyze, and make decisions in a dynamic and sometimes stressful environment, and work both independently and as part of a team to reach agency and region goals


This level of knowledge and skill is typically achieved after:

  • A Bachelor’s degree related to natural resource management or policy;
  • Four years of professional forestry experience; and
  • Two years of experience supervising two or more staff.

OR

  • Six years’ experience as a Natural Resource Specialist 2 or 3 or equivalent level;
  • Demonstrated progression in leadership responsibilities in land and resource management, and personnel management; and
  • Two years of experience supervising two or more staff.

  • Knowledge of Rights of Way and easements with regards to access over state and private landowners
  • Knowledge of Land transaction process, asset planning, mapping, legal descriptions, title reports, and land use planning

SPECIAL POSITION REQUIREMENTS AND WORKING CONDITIONS

  • Must have a valid driver’s license and have four years of driving experience. This position requires driving as an essential function.  Employees who drive for state business, whether in a state or privately-owned vehicle, are required to possess a valid license as defined in policy PO02-006 and abide by all other driver responsibility requirements.
  • Ability to traverse difficult terrain in all types of weather.
