We are have a unique opportunity available for a permanent, part-time Administrative Policy Coordinator (Management Analyst 4). This position provides expert technical assistance to internal customers in researching, analyzing, evaluating, making recommendations, and writing and editing agency policies and procedures to implement agency leadership team directives. This position also supports the WSDA mission by providing expert technical assistance to internal customers regarding agency rulemaking and ensuring that the agency rulemaking process in in compliance with chapter 34.05 RCW.

Some of what you will be doing:

  • Consult with internal subject matter leads to determine policy and procedure requirements.
  • Research and analyze the directives to be included in the policies, including evaluating Governor Executive Orders, requirements from Department of Enterprise Services, Office of Financial Management, or other oversight agency.
  • Research and analyze laws and rules applicable to the policy directives.
  • Make recommendations and provide guidance to the Administrative Regulations Program Manager and Leadership Team regarding the organization and formulation of policies and procedures. Identify problems and provide leadership with alternatives and recommended actions.
  • Lead teams in decision-making on the formulation of policies and procedures.
  • Write and edit policies and procedures using “plain talk” principles and the Peabody Method guidelines.
  • Draft communications to notify and educate employees on policies and procedures.
  • Recommend creation of new policies and retirement of outdated policies.
  • Monitor review dates for policies, communicate review dates to policy leads, and develop and implement plans to review policies for necessary revisions and updates.
  • Support the agency Rule Coordinator in leading rulemaking functions by implementing and monitoring processes that are in compliance with the Administrative Procedure Act, the Regulatory Fairness Act, and the Governor’s Executive Order.
  • Maintain the agency rule files and serve as clearinghouse of information on existing rulemaking and historical rulemaking.
  • Prepare documents necessary for public rules hearings, analyze oral and written comments, and assist in preparing the hearing officer report for the Director.


 
What we are looking for:

  • *Bachelor’s degree from an accredited college or university with a concentration in Public Administration, Business Administration, Communications, English, or related field.
  • Three years of professional or consultative experience conducting research and analyzing policies, laws, rules, or regulations or comparable combination of graduate education and experience.


*Additional professional experience may substitute for the degree on a year-for-year basis.
