Duties

Under the administrative direction of the Operations Support Manager, this position directly supports the Agency vision and mission through direct management, oversight and decision-making for statewide programs including but not limited to Field Customer Service and Metal Detecting.  These programs are essential services that require significant coordination with Agency management and other divisions/programs to complete assigned responsibilities.  Incumbent must exercise independent judgment and critical thinking to meet program responsibilities.

Duties include, but are not limited to:

  • Manage and lead various agency and Division programs with statewide impact, such as, but not limited to the Monofilament Recycling Program, Public Use Permit Program, Metal Detecting Program and Field Customer Programs.
  • Manage, lead, and participate in program and project assignments, meeting desired outcomes and timelines.
  • Organize and implement assigned programs and projects and their training.
  • Develop scope of work for statewide programs and projects in line with Operations management goals and desired outcomes.
  • Develop and implement, with oversight, standard operating procedures or best practices for field implementation of programs.
  • Update, develop, maintain, and upon approval implement procedures for programs.
  • Research and analyze policies, laws, programs, and project data.
  • Lead and participate in project assignments while meeting desired outcomes and timelines.
  • Coordinate the division’s process for developing and updating administrative policies and procedures.
  • Review customer survey data and other resources and input and Agency regulations assigned to the Operations division for compliance and continued relevance.
  • Identify processes and regulations that may need attention and inform the Operations Manager.
  • Complete any associated research and review necessary to further define identified items requiring attention.  Coordinate with the Operations Manager for any continued direction, setting of priorities, and guidance.
  • Develop new or draft updates to policies, procedures, regulations, guides, manuals and directives as necessary.
  • Coordinate the rule making activities to include, but not limited to, scheduling and facilitating meetings, completion and submittal of required forms and materials, meet deadlines, and provide staff and Commission with updates.
  • Ensure Divisional rule making is executed in compliance with Agency and Statewide procedures and guidelines.
Qualifications

REQUIRED QUALIFICATIONS:

  • A Bachelor’s degree AND four (4) years of experience in a related field including planning, policy analysis, coordination and consultation with a variety of public and private agencies, organizations, and/or levels of government.

OR

  • A Master’s degree AND two (2) years of experience in a related field including planning, policy analysis, coordination and consultation with a variety of public and private agencies, organizations and/or levels of government.

  • Demonstrates the ability to build and maintain strong, courteous relationships with peers, managers, and customers.
  • Ability to evaluate the overall project progress or program effectiveness, ensuring performance standards are upheld and met, and appraising deficiencies or difficulties.
  • Ability to manage a budget.
  • Promotes the organization’s mission and goals, and demonstrates how to achieve them through creating a positive work environment.
