Headed by an elected state official, the Office of the Secretary of State is responsible for administering elections within the state, registering corporations and charities that do business within the state, collecting and preserving the records of governmental bodies within the state, and maintaining the Washington State Library. This project position reports to the deputy director of the Elections division within the Office of the Secretary of State and is expected to last through June 30, 2020. This position supports the organization’s mission by working with stakeholders to gather, organize, manipulate, analyze and input information relevant to the Census Bureau’s Block Boundary Suggestion Project. This position will also serve as liaison between 39 county auditor’s offices, the US Census Bureau, and legislative staff.

Duties

Works with internal and external customers to compile and format data for the Census Bureau in support of the Census Bureau’s Block Boundary Suggestion Project (BBSP)

  • Gathers legally mandated historical precinct boundary information, voter registration data, and election results data for the US Census Bureau’s Voting Tabulation District Project
  • Uses GIS software to organize, manipulate, analyze and input electronic boundary information, boundary maps, precinct maps, boundary descriptions, voter registration numbers, election results data, and population data to create a database of information for Washington state
  • Converts boundary maps, precinct maps, boundary descriptions, voter registration systems information, election results data, population data, and other information into usable data formats
  • Monitors project timelines and milestones, plans workflows, and uses time and resources efficiently

Liaison for redistricting project

  • Serves as liaison to 39 county auditor’s offices, US Census Bureau, legislative staff in support of the redistricting project
  • Attends national and regional conferences and visits local election departments around the state
  • Independently responds to questions and troubleshoots problems

Project Transfer

  • Generates a final report at the end of the redistricting project for the Census Bureau’s Voting District Project and for the next Redistricting Commission which convenes in 2021
Qualifications

REQUIRED QUALIFICATIONS

  • Two years work experience as a research analyst or working with statistics, analysis, or research -OR- two years elections administration experience in a county, state, or federal office
  • One year experience working with GIS software programs such as ESRI or Caliper
  • One year of project management experience
  • Current Washington state driver’s license or have requested and obtained an appropriate accommodation


DESIRED QUALIFICATION:

  • Bachelor’s degree including course of study involving statistics
  • Professional level experience as a research analyst or similar field involving work in statistics, analysis, or research
  • Professional level project management experience
  • Professional level independent research experience
  • Experience working with boundary maps, precinct maps, boundary descriptions or similar material
  • Experience working with voter registration data, election results data, population data, or similar material
  • Experience in elections administration in a county, state, or federal office
  • Formal education in geography, urban studies or similar field

Special Requirements/Conditions of Employment
