If so, you may be interested in our Program Development Services Section Manager (WMS Band 2) position within the Water Quality Program, located at our Headquarters building in Lacey, WA.

This position supports the Water Quality Program’s work in the areas of establishing and implementing a comprehensive water quality permitting program, and manages 33 positions across 3 work units that provide environmental and policy services and regulatory decisions to protect water quality across the state.

The mission of the Water Quality Program is to protect and restore Washington’s waters to sustain healthy watersheds and communities. Our work ensures that state waters support beneficial uses including recreational and business activities, supplies for clean drinking water, and the protection of fish, shellfish, wildlife, and public health.
The Water Quality Program is responsible for regulating discharges of pollutants to surface and ground waters by writing and managing wastewater and stormwater discharge permits, enforcing water quality laws, developing water quality standards and identifying waterbodies that fail to meet those standards, and providing technical and financial assistance to appropriate entities to help them protect and restore Washington’s waters.
Reporting to the Water Quality Program Manager, the Program Development Services Section Manager directly implements water quality laws and regulations including natural resources decisions impacting local, state, and federal agencies. This includes:
  • Administering the required and delegated functions of the Clean Water Act to assure Ecology is effectively meeting federal delegation responsibilities.
  • Representing the agency on complex negotiations.
  • Assessing organization performance and working with managers to optimize program effectiveness.
  • Coordinating section meetings and participating in Program Management Team meetings.
  • Mentoring, supervising and evaluating the performance of unit supervisors and other direct reports.
  • Supporting teamwork and cooperation through open and honest communication.
  • Communicating effectively with program and agency managers, other agencies, elected officials, tribal governments, and stakeholder representatives.
  • Serving as a member of the Water Quality Program Management Team by helping set and develop management team agenda, sponsoring program teams and initiatives, and recommending and approving policies pertaining to personnel, budget, and environmental management.

Qualifications

Required Qualifications:
A Bachelor’s degree involving major study in environmental, physical, or natural science, engineering, planning, business administration, or closely related field
AND
Five years of experience in environmental analysis, control, or planning which includes one year of experience specifically in a position such as an Environmental Engineer 3 or higher, WMS Band 1 or higher OR equivalent experience gained inside or outside of the agency.
