The Nuclear Waste Program (NWP) is currently looking to fill a Technical Editor (Communications Consultant 2) (In-Training) position. This position will be located in our Richland Field Office (RFO) in Richland, WA.

The Technical Editor position supports Ecology and the NWP by providing professional technical writing and editing services for the program.

Duties

Ecology’s mission is to protect, preserve and enhance Washington’s environment, and promote the wise management of our air, land and water for the benefit of current and future generations.
 
The Nuclear Waste Program’s mission is to lead the effective and efficient cleanup of the United States Department of Energy’s Hanford Site, to ensure sound management of mixed hazardous wastes in Washington, and to protect the state’s air, water, and land at and adjacent to the Hanford site.
 
Some of the key work activities of the Technical Editor position are:
 
NWP Technical Editor
Independently performs accessibility assessment on all permit related documents and publications. Creates, edits and updates style guide(s) to meet a minimum level of compliance for accessibility level AA Web Content Accessibly Guidelines (WCAG) 2.0. Ensures all electronically published, including permit related documents, are level AA compliant.
 
Tasks include:

  • Serves as point of contact for NWP accessibility compliance for all electronically published documents.
  • Updates necessary documentation and style guide(s) to include instructions for NWP staff on accessibility.
  • Adheres to and applies WCAG 2.0 Layers of Guidance to all electronically published documents, which will be hosted on the internet.
  • Ensures all final electronically published documents, (PDF, Word, etc.) are formatted text, and as needed, performs Optical Character Recognition (OCR) processing.


Independently performs complex technical editing and formatting of the Dangerous Waste, Air, creates, edits and updates style guide(s) for legal permit document. The level of editing and formatting on these documents is at a high-level of complexity and requires advanced formatting and editing skills.
 
Tasks include:

  • Performs complex technical editing and formatting in accordance to defined style guide.
  • Adheres to critical deadlines for editing and formatting.
  • Is responsible for monitoring and expediting progress during permit production.
  • Ensures conformity to standards, style guide and quality.
  • Adheres to NWP data management practices and configuration control guidelines for permit files.
  • Ensures file integrity and preservation of files for permit administrative record and legal requirements.
  • Collaborates with permitting staff and configuration control leads on suggested edits and final quality assurance of permitting documents.
  • Serves as a Permit Production and Configuration Control Team member, role(s) include Technical Formatter and Print Production Specialist.


Independently performs original writing and/or editing technical documents in support of the development and preparation of technical, procedural, and communications materials. Gathers supporting information by research, consulting management and staff, and writes/edits a variety of material such as general policy manuals, specific procedural directives, training and technical publications. 
 
Tasks include:

  • Writing or editing guidance, processes and procedures for:
    • Permit Writers
    • Permit Coordinators
    • Permit Production Team
    • Administrative Record
  • Consults and collaborates with management and NWP staff to provide recommendations on determining methods and techniques for designing, formatting, and producing materials targeted toward a specific audience.
  • Reviews, edits, and prepares All Staff presentations
  • Brings unusual problems or issues to supervisor for possible options or solutions.


Print Production Specialist
Serves as the Print Production Specialist for the Permit Production Team. Leads the Print Production Team in the activities of printing all NWP permits and modifications.
 
Tasks include:

  • Creates Table of Contents and label dividers for modifications.
  • Receives electronic files from IT and adheres to data management practices, ensuring data integrity is not compromised.
  • Creates an electronic file print list in order to define and track the print order.
  • Is responsible for monitoring, providing status updates, and expediting progress during permit production.
  • Oversees the permit QA/QC review process. Ensures the QA/QC hard copy review is scheduled, hard copy is available to permit writers to review.  Ensures the permit review-tracking sign off sheet is used and obtains applicable signatures.
  • Advises management regarding alternatives in the selection of materials, methods of copy preparation, and other factors to maximize quality and minimize the cost of production.



Qualifications

The goal class for this position is a Communications Consultant 2 (CC2). We will consider applicants who meet the requirements for the Communications Consultant 1 or 2 levels. If the finalist meets the requirements for the CC1 level, they will be placed into a training program to become a CC2 within a specified period of time.
 

Required Qualifications:

At the Communications Consultant 2 level: Pay Range: 47 ($3353 – $4399) Monthly
A Bachelor’s degree in English, communications, journalism, humanities, public relations, or related field with one (1)  year of experience in writing/editing technical documents; or equivalent education/experience.
 
At the Communications Consultant 1 level: Pay Range: 38 ($2718 – $3522) Monthly
A Bachelor’s degree in English, communications, journalism, humanities, public relations, or related field; or four (4) years of writing/editing experience; or equivalent education/experience.
 
Must be able to obtain a Hanford Security badge in order to handle Official Use Only (OUO) documents.
 
Desired Qualifications:

  • Professional level experience with Microsoft Office Suite and other related applications (Outlook, PowerPoint, Word, Access, SharePoint, Adobe)
  • Possess the verbal and written communication skills necessary to work with non-technical customers and technical staff.
  • Must have the ability to work independently and have advanced technical formatting skills.
