The Water Quality Program program within the Department of Ecology is looking to fill a Permit Developer and Information Specialist (Environmental Specialist 3) position. This position is located in our Central Regional Office (CRO) in Union Gap, WA .

The Permit Developer and Information Specialist is responsible for development and review of National Pollutant Discharge Elimination System (NPDES) and State Waste Discharge Permits. These duties also include serving as a data support specialist assisting with statistical studies and data analysis. Each month, discharge monitoring reports (DMRs) from facilities are reviewed with permit managers, the enforcement specialist, and unit manager to determine appropriate actions for any violations. Maintaining the database and providing reports from its stored data are very important components of the program’s strategy for protecting Washington’s waters.

The mission of the Department of Ecology is to protect, preserve and enhance Washington’s environment, for current and future generations. The mission of the Water Quality Program is to protect and restore Washington’s waters to support healthy watersheds and communities. Our work ensures state waters can support beneficial uses including recreational and business activities, supplies for clean drinking water, and the protection of fish, shellfish, wildlife, and public health.

Some of the key work activities of the Permit Developer and Information Specialist include:

  • Conducts permit development and review.
  • Constructs individual NPDES and State Waste Discharge permits and administers permits for the assigned facilities in the Central Region.
  • Develops partnerships with the permitted facilities, related businesses, and interest groups in order to identify and respond to associated water quality issues.
  • Reviews permit applications for technical accuracy and compliance with state and federal water quality laws, negotiates permit conditions, develops or reviews technical plans, conducts conflict resolution as needed, and prepares final permit reports and evaluations for approval.
  • Prepares fact sheets and drafts permits for permittee and public review.
  • Prepares final permits for issuance, including preparation of response to comments, in accordance with applicable state-regulations, policies and federal regulations.
  • Reviews water quality documents such as DMRs, permits, and permit applications from local governments, State and Federal agencies, and private individuals.
  • Makes initial determination and/or recommends conditions of permit to higher level environmental staff including permit managers as well unit supervisor.
  • Maintains the CRO Permitting and Reporting Information System (PARIS) database, entering all new and reissued permits, discharge monitoring report (DMR) information and periodic submittals of information from permittees and permit applicants.
  • Reviews each month DMRs from facilities with permit managers, the enforcement specialist and unit manager to determine appropriate actions for any violations.
  • Performs technical services, scientific analysis, and compliance related activities under direction and supervision, and serve as a data support specialist assisting with statistical studies and data analysis as required.
  • Supports senior staff in the distribution and collection of various annual reports and surveys, entering data, producing reports, and doing follow-up work to ensure that regulatory reporting requirements are met.

Qualifications
Required Qualifications:
 
A Bachelor’s degree involving major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field AND two years of professional level experience in environmental analysis or control or environmental planning.

A Master’s degree in one of the above fields will substitute for one year of the required experience.

OR 

A Ph.D. in one of the above fields.

OR

One year of experience as an Environmental Specialist 2.
 
 Additional qualifying experience will substitute year for year for education.
