Resource Conservation Manager (Management Analyst II)
- Position Description
- The City of Tacoma is recruiting for the position of Resource Conservation Manager in our Appointive classification of Management Analyst II. This position plays a key role in developing and implementing municipal environmental policies, programs, and projects within the Office of Environmental Policy and Sustainability (OEPS). This includes conducting studies and analyzing opportunities to reduce resource use across the City’s internal operations. This requires working with staff in all Departments to identify, implement and monitor cost effective conservation strategies. This position is vital in implementing many items contained in the Environmental Action Plan. Work products include reports, presentations and educational materials, and policy and program recommendations to managers, directors and council members.
In some cases this position will be responsible for making budget, scope, and schedule decisions on elements of project and programs under the position direction. This position will also analyze proposed environmental policies and conservation strategies for fiscal impacts on the City.

- Work with all City Departments to develop and implement a suite of policies, programs, operations and maintenance, capital investments, and behavior change strategies to reduce the City’s energy, water, garbage, fuel use as well as optimize and enhance the current Sustainable Purchasing Policy, Green Building Policy and employee commute trip reduction program. Lead interdepartmental teams to prioritize strategies and plans for cost effective conservation. Based on research and data analysis, conduct evaluation studies and site assessments. Review building plans and operations to ensure incorporation of conservation measures. Perform field inspections of in-progress and completed energy installations, as necessary. Review related technical documents.
- Track and monitor resource consumption, costs and conservation performance and create a dashboard and reporting system that communicates clearly to employees, managers, council, and the public. Alert department staff and utility providers on areas for improvement and opportunities to increase conservation effectiveness. Work with department supervisors to recommend targets and goals to executive management and City Council.
- Oversee and promote the involvement of all levels of the City staff to take ownership for the success of conservation programs. Educate and train all City staff on resource conservation strategies. Develop presentations, campaigns, and internal communications in various media.
- Work with utilities and other partners to seek grants and other incentive and rebate opportunities. Share best practices with other Resource Conservation Managers and programs. Represent the City with utility providers, federal, state and local governments, as meetings, seminars and conferences related to conservation and sustainability.
- Assist and coordinate other OEPS environmental and sustainability initiatives.

- DESIRABLE QUALIFICATIONS (TRAINING AND EDUCATION):
Bachelor’s degree typically preferred, in Environmental Planning/Policy/Science, Engineering, Urban Planning, Sustainability, Economics or related field and 5 years of experience including program analysis, planning, development and implementation of conservation plans.Serve as an expert in one or more areas of conservation such as regional energy, water and waste issues, energy and water efficient building systems including construction and codes, lifecycle cost analysis, advanced research and analysis methods, HVAC scheduling and occupant comfort, lighting, recycling and composting, behavior change and social marketing, stormwater runoff, solar and alternative energy generation, building performance benchmarking, operation and maintenance practices for sustainable buildings and/or fleet, electrical systems, building automation and direct digital controls, building commissioning and retrocommissioning, U.S. EPA’s Energy Star and Portfolio Manager, or U.S. Green Building Council LEED O & M for commercial buildings.
