Wildlife Regional Program Manager (WMS2)
(Permanent)

The Department of Fish and Wildlife is recruiting to fill one full time, permanent, Wildlife Regional Program Manager (WMS2) position. The position is located at 16018 Mill Creek Blvd., Mill Creek in Snohomish County.

This position manages the Wildlife Program in Region 4 and is the Program’s policy spokesperson and representative in the Region.  This position reports to the Deputy Assistant Director of the Wildlife Program and is also responsible for supporting the Agency’s Regional Director in major agency initiatives and resolving regional and cross-regional issues.  The incumbent is a member of the Agency’s Senior Management Team, the Regional Staff and the Wildlife Program’s Senior Management Team.

This position is responsible for management of the Wildlife Program in Region 4 (Island, King, San Juan, Skagit, Snohomish, and Whatcom counties).  The incumbent is the point-person for inter- and intra-program coordination, communications and decision making at the regional level.  The incumbent is responsible for the supervision, accountability and professional development of 9 direct reporting employees and 18 indirect program employees, in addition to managing the operations for the Wildlife Program in Region 4 (budget allotments).  This position is accountable for all personnel, budget and policy implementation, operations, interagency liaison, regional integration of program direction, and decision-making responsibilities within the region to ensure consistency with Wildlife Program and agency policy and budget parameters.

 Duties:
This position is the policy spokesperson and representative for the Wildlife Program in Region 4. The incumbent is responsible for managing all Wildlife Program staff (except Real Estate Division staff) and implementing Wildlife Program activities in Region 4 (Island, King, San Juan, Skagit, Snohomish, and Whatcom counties), including:

  • Directing Regional Wildlife Program personnel, budget, and resources to address Agency strategic goals and meet Wildlife Program and Agency policy.
  • Preserving, protecting, and perpetuating fish, wildlife and ecosystems management while providing sustainable fish and wildlife recreational and commercial opportunities on 2 Wildlife Area Complexes that include over 20 separate wildlife area units and over 40,000 acres.
  • Managing game species and regulating hunting opportunity to provide sustainable wildlife recreation in Region 4.
  • Responsible for managing nongame species, including state and federal listed species and other state species of conservation concern to preserve, protect, and perpetuate wildlife while providing sustainable non-consumptive wildlife recreational in Region 4.
  • Serving on the Wildlife Program Senior Management Team as well as the Regional Management Team to develop program or agency policy recommendations.
  • Serving as the Wildlife Program point-person for inter and intra-program coordination, communications, and decision making at the regional level.
  • Serving as the Wildlife Program tribal liaison in Region 4.
  • Responding to legislative and other elected official enquirers germane to Wildlife Program activities in Region 4.
  • Providing technical assistance to private landowners for preserving, protecting, and perpetuating fish, wildlife and ecosystems management while providing sustainable fish and wildlife recreational and commercial opportunities on private lands.
  • Developing work plans and supervising staff to ensure regional integration of Program direction.
 Qualifications:
Bachelor’s degree in Wildlife Management, Natural Resource Science, or related field.

  • Advanced principles and techniques of wildlife management.
  • Ability to manage priorities and activities of multiple divisions and sections within the Wildlife Program.
  • Thorough comprehension of methods and standards of habitat and land management.
  • Working knowledge of the regulatory bureaucracy for land management activity.
  • Management and leadership skills necessary to supervise and lead professional/career employees.
  • Long-term planning, budget development and monitoring, establishes work unit goals and objectives.
  • Strong communication and interpersonal skills.
  • Strong coordination skills with intra- and inter-agency multidisciplinary teams.

  • Possess a thorough working knowledge of the biology of the wildlife species that occur in the region, including mammals, birds, reptiles, amphibians, and invertebrates.
  • Position must have a working knowledge of merit system rules, state and federal wildlife rules and regulations, and agency policy.

Preferred/Desired Education, Experience, and Competencies.
Graduate degree in Wildlife Management, Natural Resource Science, or related field.  A minimum of five years of progressively responsible management experience with a demonstrated ability to establish and accomplish goals and objectives, communicate clearly and concisely both verbally and in writing, and manage a diverse professional staff in order to balance and negotiate complex and sensitive issues in an environment of competing interests.  A proven ability to manage diverse budgets and proven fiscal responsibility, with strong planning and organizational experience and leadership in a changing environment.

Working Conditions

  • This position works in an office setting that includes reading, writing, phone, and computer use and may include travel for field duties. Typical hours are 8 to 5 M-F, although duties occasionally require work in excess of 40 hours.
  • Must have the ability to operate a vehicle and hold a valid driver’s license. Physical, environmental, or mental demands of key work: Must be able to drive a vehicle to conduct field review of project sites.
