Ecology’s Water Quality program is currently looking for a Stormwater Facility Project Financial Specialist (Environmental Specialist 4) (In-training) in our Headquarters Building in Lacey, WA.

Our Water Quality program is made up of people committed to preventing and cleaning up water pollution, and helping our communities make sustainable choices that reduce and prevent water quality problems. The program also provides water quality partners with technical, financial, and education assistance. We produce useful water quality information for the public and our partners.

We are looking for applicants with water quality improvement project and financial management skills, and the ability to communicate with a diverse stakeholder group.

Duties

The mission of the Water Quality Program is to protect and restore Washington’s waters to sustain healthy watersheds and communities. Our work ensures that state waters support beneficial uses including recreational and business activities, supplies for clean drinking water, and the protection of fish, shellfish, wildlife, and public health.

Some of the key work activities of the Stormwater Facility Project Financial Specialist position at the Environmental Specialist 4 level are:

Serves as the senior environmental section specialist on complicanted, highly complex and sometimes controversial stormwater projects. Provides meaningful contributions to assist with decisions involving multiple stakeholders for ongoing and proposed projects.

  • Uses direct, in-depth knowledge of stormwater management to teach and coach other team members.
  • Develops, negotiates, implements, and monitors individual grant agreements.
  • Provides quality assurance review of the negotiated project scope of work, budget, and special conditions to ensure grant and loan integrity, eligibility of costs, and statewide consistency in accordance with state and federal statutes and rules, Water Quality Program Funding Program policies and procedures, and grant and loan guidelines.
  • Develops partnerships with communities and stakeholders to respond to stormwater grant management issues affecting the stormwater grant program.
  • Reviews and certified grant and loan payment requests for eligible costs. Ensures that project expenditures are in alignment with work completed.


In coordination with the senior planner, supports ongoing program growth by identifying opportunities for program improvement.

  • Tracks program guidance and boilerplate agreement updates throughout the year and initiates and coordinates those changes for the upcoming funding cycle.
  • Assists the Stormwater grants Coordinator with developing and presenting financial assistance program information at the Stormwater Grant Program application workshops.
  • Independently works on annual guidance reviews and updates, boilerplate review, ongoing team trainings, and brainstorming new and innovative ideas for stormwater program integration with non-point and point projects.
Please Note: This is a project position that is funded until June 30, 2019.

Qualifications


The goal class for this position is an Environmental Specialist 4 (ES4). We will consider applicants who meet the requirements for the Environmental Specialist 3 and 4 levels. If the finalist meets the requirements for the ES 3 level, they will be placed into a training program to become an ES4 within a specified period of time.
 


Required Qualifications:

At the Environmental Specialist 4 level – Pay Range: 55 ($4085 – $5358) Monthly
A Bachelor’s degree involving major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field AND five years of professional-level experience in environmental analysis or control, or environmental planning which includes one year equal to an Environmental Specialist 3 or above or two years equal to an Environmental Specialist 2 or above. 

OR 

A Master’s degree in one of the above fields AND three years of professional – level experience as required above which includes one year equal to an Environmental Specialist 3 or above or two years equal to an Environmental Specialist 2 or above. 

OR 

A Ph.D. in one of the above fields AND two years of professional-level experience as required above which includes one year equal to an Environmental Specialist 3 or above or two years equal to an Environmental Specialist 2 or above.
 

Additional qualifying experience will substitute, year for year, for education


At the Environmental Specialist 3 level – Pay Range: 49 ($3522 – $4623) Monthly
A Bachelor’s degree involving major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field AND two years of professional level experience in environmental analysis or control or environmental planning.

A Master’s degree in one of the above fields will substitute for one year of the required experience. 

OR

A Ph.D. in one of the above fields. 


Additional qualifying experience will substitute, year for year, for education

Desired Qualifications:

  • Experience in urban stormwater management and municipal stormwater NPDES program requirements
  • Experience working with local governments and developing water quality improvement project scopes of work, project schedules, and budgets
  • Experience with reviewing, installing, or inspecting stormwater best management practices
  • Experience with developing data tracking systems

Special Requirements / Conditions of Employment:

Willingness and ability to occasionally travel statewide, and a valid driver’s license.
