The Water Resources (WR) program is currently looking to fill a WRTS and Processing Coordinator (Environmental Specialist 2) (In-Training) position. The position will be located in our Eastern Regional Office (ERO) in Spokane, WA.

WRTS and Processing Coordinator position ensures that water rights data are interpreted correctly and entered on time into the WRP Water Rights Tracking System (WRTS). This position supports the agency’s and program’s combined missions by serving as Water Rights Tracking System (WRTS) & Processing Coordinator in the Eastern Regional Office (ERO) Water Resources Program (WRP) Permitting Unit and providing technical support to ERO WRP staff. The WRTS system is utilized to track the majority of EROs work product and all permitting.

Duties

The mission of the Water Resources (WR) program is to manage water resources to meet the current and future needs of the natural environment and Washington’s communities.

Some of the key work activities of the WRTS and Precessing Coordinator at the Environmental Specialist 2 level are:

Water Rights Tracking System (WRTS)

  • Maintains time-sensitive data entry and maintenance of the ERO WRTS database.
  • Ensures accurate and complete data entry and corrects problems within the system whenever they are identified.
  • Prepares WRTS reports as necessary and/or as requested.
  • Represents ERO on the business teams established to address WRTS issues.

Processing

  • Ensures all applications are processed, smoothly, accurately and within acceptable timeframes.
  • Processes all applications for new water rights (including requests for permanent, short term and temporary), applications for changes to existing rights, seasonal change applications and applications to put existing water rights into the state Trust Water Program.
  • Provides excellent customer service and preparation of first-time-correct public notices.  Alerts and assists staff with adjustments to new procedures related to processing and WRTS viewing.
  • Assures flow of processing to prevent development of an application backlog.
  • Coordinates with GIS staff in the ERO Technical Unit to generate GIS maps required for application processing.

Water Conservancy Boards and CWRE

  • Water Conservancy Boards – Tracks and reviews change applications being worked on by Water Conservancy Boards (WCB) for technical accuracy and thoroughness.
  • Tracks timelines established for Ecology’s review of WCB decisions and coordinate with the ERO WCB permit manager.
  • Provides copes of files and other relevant documents to WCB when requested.
  • Certified Water Right Examiner (CWRE) reviews – Tracks timelines established for Ecology’s review of CWRE decisions and shares that information with permit writers.

Performs customer service duties

  • Requires timely responses to telephone callers, office walk-ins, and written inquiries regarding water rights and water law.
  • Participates in program, section and unit meetings.
  • Engages in program workgroups and internal discussions

Qualifications
The goal class for this position is an Environmental Specialist 2 (ES2). We will consider applicants who meet the requirements for the Environmental Specialist 2, 1 and Environmental Technician levels. If the finalist meets the requirements for the Environmental Technician or ES1 level then they will be placed into a training program to become an ES2 within a specified period of time.

At the Environmental Technician level: Pay Range 32 ($2,367-$3,054)

Graduation from high school or GED equivalent.

AND

Two years of technical or third clerical-level experience in an environmental agency or office.
College-level course work in environmental, physical or natural sciences, or closely related field may be substituted, year for year, for the required experience.

At the Environmental Specialist 1 level: Pay Range 38 ($2,718-$3,522)

A Bachelor’s degree involving major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field.
Experience at or above the Environmental Technician level or equivalent will substitute, year for year, for education.

At the Environmental Specialist 2 (Goal Class) level: Pay Range 45 ($3,203-$4,191)

A Bachelor’s degree involving major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field

AND

One (1) year of professional-level experience in environmental analysis or control, or environmental planning.

Additional qualifying experience will substitute, year for year, for education.

OR

One year of experience as an Environmental Specialist 1.

OR

A Master’s degree in one of the above fields.

Desired Qualifications:

  • Working knowledge of database development, use, and management.
  • Ability to understand and map legal descriptions.
  • Training and experience using GIS software, both data review and the polygon mapping.
  • Working knowledge of Washington State water code.

Retirement and Deferred Compensation

Vacation (Annual Leave)
You begin accruing vacation starting your first month of employment. Since we value your loyalty, the amount of vacation you can accrue increases the longer you work with us. Washington State supports members of the armed forces with 21 days paid military leave per year. Vacation accrues for full-time employees per WAC 357-31-165.
