• This position is with the Oregon Department of Fish and Wildlife located in Pendleton.

• This recruitment will be used to establish a list of qualified people to fill the current vacancy and may be used to fill other vacancies as they occur.

Duties & Responsibilities
The Wildlife Habitat Technician will assist with the implementation of daily, weekly and annual activities to fulfill the John Day Watershed Wildlife Habitat Program goals and objectives. This includes constructing and maintaining program facilities; implementing habitat restoration and improvement projects such as wetland management, big game winter range, planting wildlife food and cover crops, noxious weed control, planting trees and shrubs; as well as participating in the observation and recording of conditions that influence wildlife and their numbers. In addition, s/he will operate, maintain and repair a variety of farm equipment with implements and heavy construction equipment. The major roles and responsibilities of this position are to:

• Assist with habitat restoration and improvement projects such as wetland development, big game winter range, planting wildlife food and cover crops, noxious weed control and planting trees and shrubs. Operate, maintain and repair a variety of farm equipment with implements and heavy construction equipment.

• Assist with day to day and seasonal operations, including but not limited to farming activities, irrigation of wildlife crops, fences, vegetation control (i.e. mowing, spraying, burning), maintenance of water developments,  operate and maintain a variety of hand and power tools, fabrication using metal and wood to provide needed items for wildlife habitat improvement and/or development projects.

• Assist with activities such as lay down, repair and stand up fences to control cattle use and/or trespass on wildlife areas. Rebuild and repair fences to mark established boundaries.

• Complete required reports such as daily activity logs, mileage reports, monthly reports and special reports as requested.

• Perform preventative or corrective maintenance and/or repairs on buildings, equipment, and grounds using a variety of hand and power tools and equipment. Install wildlife area boundary and informational signs when and where appropriate. Pick up and dispose of litter and maintain parking areas. Build, install, repair and check for use of avian next boxes.

• Assist with the monitoring of forage use by wildlife and domestic livestock. Observe, records and report conditions that affect wildlife habitat.

• Provide information to the public about facilities, hunting seasons and wildlife area operations. Speak before school classes and organizations or other groups about department programs, policies and procedures or explaining fish and wildlife laws, rules, policies and procedures to the public.

• Conduct census of big game and other wildlife on department administered land.

Working Conditions

• Frequent exposure to adverse weather conditions while conducting work outdoors. Occasionally required to walk long distances, ride horseback and carry tools and supplies to some remote work sites.

• Frequent travel in remote areas, often involving overnight stays.

• Requires maintenance and construction work in and around water.

• Frequent handling and application of pesticides.

• Frequent use of trucks, ATVs and farming/construction equipment, hand and power tools, including welders.

• Frequent lifting up to 50 pounds of construction materials, or more with assistance.

• Frequently performs duties independently or with minimal supervision.

• This position requires a flexible work schedule that varies in the number of hours worked on a daily basis, but not necessarily each day, or a work schedule in which the starting and stopping times vary on a daily basis, but not necessarily each day.

• This position requires an All-Terrain Vehicle (ATV) Safety Education Card for on the job use of quads and three-wheeled ATVs (Class 1 ATVs) obtained through the Oregon Parks and Recreation Department, accessible at the following website: www.rideatvoregon.org/. If the selected applicant does not possess this certification, s/he must obtain it within six months of hire as a condition of continued employment.

• This position requires the possession of a Class A Commercial Driver License (CDL). On your application, be sure to indicate in the Certificates & Licenses section if you have a CDL. If the selected applicant does not possess a CDL, s/he is required to obtain this license within six months of hire and must retain it as a condition of continued employment in this position. The department does not pay the cost for the CDL or for physicals (Employee’s PEBB medical insurance would cover the physical exam) required to hold a CDL. Pursuant to the Omnibus Transportation Employee Testing Act of 1991 and Federal Highway Administration regulations, candidates must successfully pass an alcohol/controlled substance test before being hired into this position. Additionally, employees required to hold a CDL will be subject to random, reasonable suspicion, post-accident, return-to-duty, and follow-up alcohol/controlled substance testing as a condition of employment.

• This position requires the possession of a Public Pesticide Applicator’s License (PPAL). On your application, be sure to indicate in the Certificates & Licenses section if you have a PPAL. If the selected applicant does not possess a PPAL, s/he must obtain within six months of hire as a condition of continued employment.

• This position requires occasional use of a firearm to deliver immobilization drugs and projecting nets for wildlife capture, euthanizing injured or sick wildlife, killing or hazing nuisance animals and birds, collecting animals for research or other studies, and protection from dangerous animals in close quarters. The successful candidate will be subject to an initial criminal history background check with fingerprinting to verify s/he may legally possess a firearm before using a firearm, and will be subject to annual criminal history checks thereafter. Continued employment is contingent upon passing the criminal history background check.

NOTE: You must have a valid driver license and an acceptable driving record.
The Oregon Department of Fish and Wildlife will check driving records for in-state finalists. Out-of-state finalists will be required to present a current driving record for review.

NOTE: Within three-days of hire, applicants will be required to complete the U.S. Department Homeland Security’s I-9 form confirming authorization to work in the United States. ODFW participates in E-Verify. ODFW is not able to support VISA sponsorships.

Qualifications, Required & Requested Skills
Minimum Qualifications

• An Associate’s degree in Wildlife Technology or Agriculture; OR

• Eighteen months of experience in the care of livestock, agricultural research and experimentation, monitoring game or wildlife, or farming. (six months of fisheries, fish culture, fish screens, or related habitat work experience will count toward this experience).

A higher level degree in Wildlife Science, Agriculture, or a closely-related degree with at least 45 quarter (30 semester) hours of biological/ecological coursework will substitute for the Associate’s degree.
