The Financial Services Program manages the agency’s financial resources and supports agency planning so that environmental goals and strategic priorities are met.

The program’s Revenue Receivables Unit in Lacey, WA is looking to fill a Fiscal analyst 4, Project Support for Integrated Revenue Management System (IRMS)position.

The Revenue Receivables Unit supports the Fiscal Office Mission of delivering useful and timely financial information to all levels of agency management by:

During the Integrated Revenue Management System Project for Ecology, provides oversight, analysis, and monitoring of the Accounts Receivable Unit daily activities.  Accounts Receivable, cashiering, and invoicing and fee collection functions assigned to this project position include:
 
Serve as Principal Assistant to the Revenue and Receivables Unit Manager with expertise in the functional areas associated with Ecology loan programs, receivable agreements, and cost reimbursement contracts. Independently performs the following key work activities:

 Receiving payments/Recording agency receivables –

  • Review to assure accuracy of receivable and cashiering transactions, identify potential problem areas, and develop and implement corrective actions to reduce/prevent future problems.
  • Establish and monitor process to ensure accounting errors are corrected.
  • Assure compliance with the Office of the State Treasure, OFM SAAM (Chapter 85) and Ecology policies and procedures for processing of deposits.
  • Assure the financial integrity of all receivable transactions for Ecology interagency contracts and for the agency’s multi-million dollar loan programs.
    • Review and analyze AFRS data through project reports, Enterprise Reports, and Web Intelligence Reports to assure accuracy of financial reporting for Washington Conservation Corp contracts.  Ensures that all costs are eligible, have been accurately recorded as receivables to the agency, monitors agreement budgets, and funds are received.
    • Assist staff in the areas of recording of cash receipts, invoicing, reconciliation, and review during peak workload periods and employee absences.
    • Review accounting documents (journal vouchers, A-8 cash receipts, refunds, and invoices) for accuracy in documentation and entry into AFRS.

Financial Reports –

  • Coordinates development and distribution of various accounting reports to agency management, agency staff and the EPA.
  • Perform fiscal assessment and analysis of general ledgers used by Ecology Revenue and Receivables Unit as required by OFM SAAM.

Other –

  • Train and develop staff to use proper procedures and accounting methods to complete their tasks.
  • Receive and respond to inquiries from agency staff regarding fiscal data and reports. Research and respond to inquiries promptly.


This recruitment will remain open until filled. Qualifications


Required Qualifications

  • A bachelor’s degree from an accredited college or university in business, accounting, public administration, or closely related discipline, with a minimum of 18 quarter or 12 semester hours in accounting, auditing, or budgeting. Professional experience may substitute for education but not for the accounting credit hours.
  • Four (4) or more years of relevant professional-level experience in state accounting.
  • Demonstrated knowledge of State of Washington enterprise systems for accounting and reporting (AFRS, Enterprise Reporting-standard and Web Intelligence).
  • Intermediate proficiency using Microsoft Office products including Word, Excel and Outlook; is able to create, edit, modify, save, and delete documents and spreadsheets; includes locating and accurately modifying existing files and templates for reuse.
  • Demonstrated ability to plan, prioritize, and organize workloads to meet deadlines.
  • Reliability to be on the job and be a productive team member in a busy unit with deadlines and seasonal workload issues.

Desired Qualifications:

  • A Master’s degree in a financial related field, certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager or Management Accountant can be substituted for professional experience.
  • 30 quarter or 20 semester hours of college-level accounting.
  • Advanced proficiency with agency standard software applications and systems.
  • Understanding of and experience using Lean or other continuous improvement methodologies to achieve efficiencies and respond to customer needs.
  • Demonstrated ability to communicate effectively, work collaboratively with, and present complex financial material to all levels of management and staff.
  • Two (2) years of experience as a lead worker or supervisor.
