Property & Acquisition Specialist 4
(In Training)
The Department of Fish and Wildlife is recruiting to fill one full time, permanent, Property & Acquisition Specialist 4 (In Training) position located in the Wildlife Program, Region 4. The duty station for this position will be at the Regional Office in Mill Creek with work performed in the northern Puget Sound portion of the state from King County to the Canadian border.
 
The position will be filled as a Property & Acquisition Specialist 3 or 4 depending on experience and qualifications.  If hired as a Property & Acquisition Specialist 3, the employee will be promoted to Property & Acquisition Specialist 4 after successfully completing a 12-month training plan. Note: If the employee completes all elements of the training step in a shorter amount of time, we may waive the remainder of the time required at that training step.
 
This position is under administrative direction from the Westside Lands Supervisor in Real Estate Services Section in Montesano. The working title is Lands Agent and it works cooperatively with a variety of cross program staff in regions and headquarters to provide real property expertise and coordinates with external stakeholders including private landowners to resolve property rights issues and/or transactions.
Duties

Specific position objectives:

  • Responsible for providing property management expertise and leadership to Region staff;
  • Receive and evaluate requests for the use of WDFW land for your area of geographic responsibility;
  • Manage real estate transactions within a region which could include acquisitions, exchanges, conversions, and/or property dispositions;
  • Assist with resolution of complex property rights issues with landowners.
Qualifications

To be considered and hired at a Property & Acquisition Specialist 4 level the following criteria will be used:
Bachelor’s degree in business or public administration, real estate, natural resource management or closely allied field.
AND
Three (3) years of professional experience in property management, real property appraising, selling, leasing, or purchasing real estate including negotiating with landowners.
OR
One year of experience as a Property and Acquisition Specialist 3. Additional qualifying experience will substitute year for year for education.
 
To be considered and hired at a Property & Acquisition Specialist 4 In-Training (PAS 3) level the following criteria will be used:
Bachelor’s degree in business or public administration, real estate, natural resource management or closely allied field AND 
Two (2) years of professional experience in property management, real property appraising, selling, leasing, or purchasing real estate including negotiating with landowners. Additional qualifying experience will substitute year for year for education.
AND will be assigned to successfully complete a 12-month training plan.
 
Valid Washington State Driver’s License
 
Preferred/Desired Qualifications:
Experience in real estate practices including state and federal real estate laws, real estate contracts, title research, deeds, easements, legal descriptions, maps, closing documents and various other legal documents.

  • Ability to utilize critical thinking skills and problem solve.
  • Computer proficiency in MS Office suite of software.
  • Proven ability to effectively present ideas and concepts with a variety of customers.
Supplemental Information

Working Conditions
The successful candidate must be willing and able to:

  • Work 85% of time in an office setting conducting general property management and coordination activities involving the review or creation of documents, participate in meetings, responding to email or phone inquiries;
  •  May spend ~ 15% of time in travel and or conducting field based activities involving overnight travel.
  • Safely operate motor vehicles.
