This full-time, Limited Duration position is with the Oregon Water Resources Department located in Pendleton and is funded through June 30, 2018. The position is part of the Field Services Division, North Central Region. This position will be working primarily in the Milton-Freewater area following a period of training in Pendleton.

The Oregon Water Resources Department is the state agency charged with administration of the laws governing surface water and groundwater resources. The Department’s core functions are to protect existing water rights, facilitate voluntary streamflow restoration, increase the understanding of the demands on the state’s water resources, provide accurate and accessible water resource data, and facilitate water supply solutions. The Department serves the public by practicing and promoting restoration and protection of streamflows and watersheds in order to ensure long-term sustainability of Oregon’s ecosystems, economy, and quality of life.

Note: The salary and step included in this job posting reflects base salary. Upon PERS eligibility, this position will have their base salary increased by 6.95% and pay the employee 6% contribution to PERS.
Duties & Responsibilities
Responds to water distribution needs and enforcing water law in Umatilla County, primarily in the Walla Walla Sub-basin . Respond to distribution complaints by researching relative rights, determine proper distribution, and implement required regulation, under the general supervision of the Region Manager. Requires knowledge of water rights, water laws, court decrees, case law, administrative rules, agency policies, water right record, and physical relations of water rights. Prepare reports and evidence for Watermasters and Region Manager when formal enforcement procedures are needed.

Collect hydrologic data in assigned areas consistent with state wide program.  This data is used to address Oregon’s water supply needs, to monitor existing water usage, and to identify the quantity of water available for future uses.
  • Make flow measurements of canals, streams, rivers and wells using hydrologic data collection instruments.
  • Maintain Well Net Program by measuring water levels in wells to establish water level trends and to monitor established critical ground water areas.
  • Compile, organize, and submit flow and static water level data to region office or Salem as required.
  • Service, operate, and maintain stream gage stations and hydrologic data collection instruments.
  • Assist the region Hydrographic Technician in computing streamflow records, processing flow and water quantity data.
Assist the public in researching water right records, well records, and hydrographic records. Prepare and maintain summaries of hydrographic records on a computer database for distribution to the public.

Assist District 5  in meeting their goals for the Significant Point of Diversion (SIGPOD) Program by selecting sites, sending notices, and  installing headgates, staff gages, weirs, flumes and other measuring devices on streams, wells, canals, and pipelines for regulation and enforcement monitoring purposes. Provide guidance to water users on the proper installation of measuring devices.

Conduct dam safety inspections and identify potential dam safety problems.  Dam failures may result in loss of life and/or property.
  • Schedule dam safety inspections based on safety hazard rating and maintenance deficiencies consistent with State wide program.
  • Evaluate and make recommendations on structures for correct hazard rating by determining the risk to downstream properties including roads.
  • Inspect dams for obvious seepage, piping, sumps, etc. and compliance with engineer plans and specifications by reviewing information in files and by traversing up, down, and across the dam face, crest, and the abutments.
  • Analyze need for repair and direct owner to make needed repairs.
  • Prepare and submit to Dam Safety Engineer completed reports describing conditions and next inspection date.
  • Coordinate with Dam Safety Engineer for formal enforcement activities and for review of serious structural deficiencies.
Assist in well inspections in assigned areas to insure the protection of the ground water from waste, contamination, and loss of artesian pressure. Failure to assure compliance with well construction standards could lead to water contamination and cause further public health and safety issues.
  • Schedule and perform well inspections by digging, auguring, and probing to ensure compliance with statewide well construction standards and program.
  • Contact the responsible landowner or well constructor and request repairs if violations are discovered.
  • Submit an enforcement referral with recommendations to region manager if compliance is not achieved.
  • Check on site well constructors to assure that they are properly licensed and bonded.
  • Coordinate enforcement activity with WRD enforcement officer as appropriate.
  • Equipment repair.  Failure to maintain equipment in proper working order can lead to capitol loss, lost time, worker’s compensation claims, or loss of life.
  • Assure that all equipment, vehicles, and tools are properly repaired and/or maintained in safe working condition.

Other duties as assigned.

WORKING CONDITIONS
Work with people who can get irate when their water diversion works are regulated. This happens daily during times of distribution. Must tolerate wading in swift, cold streams and work from bank operated cableways. Must travel in varied weather and road conditions in motor vehicles, snowmobiles or on skis or snowshoes. Required to make stream flood measurements. Is often alone in remote areas without radio or other contact. Must occasionally lift up to 75 lbs.


Qualifications, Required & Requested Skills

You must have:

  • two years of experience in gathering and analyzing natural resource data and/or coordinating monitoring efforts for a natural resource program, OR experience with digital mapping (i.e. ArcMap, CAD) and working knowledge of Oregon water law, court decrees, water right records, property legal descriptions and administrative rules that pertain to the regulation of water
  • AND
  • a Bachelor’s degree in Hydrology or a natural resource area such as Water Resource Civil Engineering, Geology, Hydrology, Physical Science or related areaThree additional years of experience may substitute for the degree; OR
  • one year of experience in gathering and analyzing natural resource data and/or coordinating monitoring efforts for a natural resource program, OR experience with digital mapping (i.e. ArcMap, CAD) and working knowledge of Oregon water law, court decrees, water right records, property legal descriptions and administrative rules that pertain to the regulation of water; AND
  • a Master’s degree in a natural resource or related area. OR
  • Any combination of experience and education as stated above equivalent to five years of full-time experience.

REQUESTED SKILLS

  • Excellent communication skills, both verbal and written, to answer questions, give information, and give assistance on technical aspects of department programs or requirements;
  • Excellent computer skills;
  • Experience applying policies, procedures, and pertinent laws and regulations to specific agency operations;
  • Experience with property legal descriptions; and
  • Experience working with the public to explain laws and regulations regarding a specific program area.
