Position Description
The City of Tacoma is recruiting for the Appointive position of Assistant Division Manager in the Solid Waste Management Division of the Environmental Services Department.

The Assistant Division Manager is responsible for the management of onsite operations of the Solid Waste Management (SWM) Division.  Responsibilities include:

  • Day-to-day management of personnel and operations.
  • Regulatory compliance.
  • Customer service.
  • Oversight of on-site operations to include safety and maintenance at: Transfer Station, Scale House, Household Hazardous Waste Facility, Recycling Center and closed City Landfill Environmental Services.

The Environmental Services Department meets citizen’s expectations for service, protects the environment and community values, and complies with regulatory requirements.  This position plays an important role in achieving many of the City’s key goals related to sustainability and customer service.

The City of Tacoma is unique in that we manage our own Solid Waste and this function is not provided by private businesses.  The Solid Waste Division employees 165 team members and provides service to approximately 58,500 residential customers and about 5,000 commercial customers.  Services offered include garbage, recycling, and organic waste recycling.

The On-site Operations Assistant Division Manager oversees 50 employees who work at the Solid Waste Management site.  This includes the operation of a Recovery and Transfer Center (Transfer Station) that was constructed in 2012.  Services provided at the Recovery and Transfer Center include self-haul services for garbage and organic wastes as well as diversion opportunities for large metal items, mattresses, cardboard and several other materials.  The site also houses a Household Hazardous Waste facility, Recycling Center, appliance recycling facilities.  These facilities are located on the site of a closed landfill, with environmental systems in place that must be monitored and maintained.

Essential Duties:
  • Manage staff and programs, including developing and implementing workgroup policies, workload projections and assignments to section staff;  conduct performance reviews and oversee and make recommendations regarding performance management.
  • Ensure compliance with applicable permits and regulations; coordinate responses to regulatory agencies and activities related to compliance.
  • Oversight of the development and management of new waste reduction and recycling programs.
  • Presentations to elected officials, stakeholders and other groups, as designated.
  • Labor relations including Labor union contract negotiations.
  • Oversee, direct and coordinate projects, division operation and related activities;  supervise and participate in the preparation of complex designs, plans, specifications and cost estimates and select, coordinate and review the work of consultants for established time lines.
  • Prepare and maintain various personnel and work-related records and reports;  prepare the annual division budget and monitor expenditures;  forecast personnel requirements and authorize purchases within established guidelines.
  • Train and supervise assigned personnel.  Coordinate, assign and review work and assist in the selection and evaluation of personnel.
  • Coordinate communication and projects with other City departments, governmental and private agencies, consultants, architects, contractors, vendors and the general public.
Physical Requirements and Working Conditions:  
  • Office and outdoor environment subject to occasional travel to a variety of locations to conduct work;  may be exposed to typical hazards encountered at work sites in the solid waste industry.
  • Occasional evening and nighttime work to meet schedules and project deadlines, and attend public meetings.
  • Subject to emergency calls during off-duty hours.

Qualifications
An equivalent combination to:
Graduation from an accredited four-year college or university with Bachelor’s degree in civil engineering, public administration or a related field.
Supervisory experience within the Environmental Services Department may be substituted for formal education on a year-for-year basis.

LICENSES, CERTIFICATES AND OTHER REQUIREMENTS

Valid Washington State driver’s license at time of appointment with maintenance thereafter, or evidence of equivalent mobility.
