This position will be located in our Eastern Regional Office (ERO) in Spokane, WA.
The Eastern Washington Waste Reduction and Recycling Specialist position is a senior environmental section specialist serving all of Eastern Washington to provide technical assistance to local governments, the private sector, and other stakeholders to develop, improve, implement, and evaluate solid waste reduction, reuse, and recycling programs and to promote the State Solid and Hazardous Waste Plan and sustainable materials management practices.
We are looking for applicants with an interest in increasing waste reduction, reuse, and recycling efforts in Eastern Washington through collaboration with local governments, the private sector, and others with shared interests. Candidates should possess excellent people and communication skills, including the ability to persuade others to recognize opportunities. Candidates should be able to identify solutions to complex problems by applying knowledge of successful programs, best management practices, current markets, and available commercial services. Candidates should expect routine travel within Eastern Washington to meet with people involved in waste reduction, reuse, and recycling efforts.

The Waste 2 Resources mission is to reduce the amount and the effects of wastes generated in Washington State.
Some of the key work activities of the Eastern Washington Waste Reduction and Recycling Specialist include:
Waste Reduction, Reuse, Recycling, and Sustainable Materials Management:
- Independently promotes innovation, continued program improvement, and incorporation of sustainable resource management practices supportive of the State Solid and Hazardous Waste Plan to local governments and other stakeholders in Eastern Washington.
- Serves as a senior environmental specialist and technical resource to facilitate partnerships in order to develop and implement efficient and cost effective waste reduction, reuse, and recycling programs and projects in Eastern Washington.
Promotion and Technical Assistance for Sustainable Materials Management:
- Leads collaborative efforts between local governments, state and federal agencies, governments in neighboring states, businesses, public institutions, trade, professional and not-for-profit organizations, community groups, and the public to create and implement innovative solid waste reduction, reuse, and recycling programs, and to promote other sustainable materials management practices consistent with the State Solid and Hazardous Waste Plan.
Technical Assistance for Successful Sustainable Materials Management Programs:
- Provides expert technical assistance to local governments, state and federal agencies, businesses, public institutions, trade organizations, professional and not-for-profit organizations, community groups, and the public interested in establishing or improving sustainable materials management programs.

Required Qualifications:
A Bachelor’s degree involving a major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field and five (5) years of professional-level experience in environmental analysis or control, or environmental planning which includes one (1) year equal to an Environmental Specialist 3 or above or two (2) years equal to an Environmental Specialist 2 or above.
Additional qualifying experience will substitute, year for year, for education.
OR
A Master’s degree in one of the above fields and three (3) years of professional – level experience as required above which includes one (1) year equal to an Environmental Specialist 3 or above or two (2) years equal to an Environmental Specialist 2 or above.
OR
A Ph.D. in one of the above fields and two (2) years of professional-level experience as required above which includes one (1) year equal to an Environmental Specialist 3 or above or two (2) years equal to an Environmental Specialist 2 or above.
OR
Two (2) years of experience as an Environmental Specialist 3.
Desired Qualifications:
- Experience in waste reduction, recycling, and sustainable material management. Sustainable material management means using and reusing materials in the most sustainable way across their entire life cycle, from design, manufacturing and use, to end-of-life when the material is either disposed or recycled.
Special Requirements/Conditions of Employment:
- Must hold a valid Driver’s License, or be able to obtain one, and be eligible to drive state motor pool vehicles within the first month of employment.
