POSITION SUMMARY
The Environmental Health Services Division is seeking to fill (2) full-time Term Limited Temporary Health and Environmental Investigator I-II (HEI-I-II) positions will provide technical assistance, OnSite System (OSS) failure investigations, and continuing operations related the validation of regular and Time of Property Transfer inspection reports. This position also certifies professionals and reviews building applications received by public health for joint reviews that involve the Dept. of Permitting and Environmental Review. The HEI-I-II will enable property owners and businesses to protect public health and comply with the Codes of the King County Board of Health by investigating the cause of surfacing sewage, certifying professionals in the on-site sewage industry, conducting reviews of inspection reports submitted by the on-site sewage industry in King County. Additionally the HEI-I-II will implement program activities and priorities outlined by the King County Equity and Social Justice Ordinance and the King County Strategic Plan.

SALARY
- The pay range for a Health and Environmental Investigator I is $29.59 to $37.50 per hour
- The pay range for a Health and Environmental Investigator II is $34.93 to $44.28 per hour
LOCATION
The position is located in the Eastgate Public Health Office, 14350 Eastgate Way, Bellevue, WA 98007.
WORK SCHEDULE
The normal workweek is Monday – Friday. Evening and weekend work may be required.

- Provide culturally competent education, technical assistance, and regulatory compliance advice to industries, facilities, the media, and the general public.
- Convey and interpret public health and environmental codes, regulations, policies, and technical regulatory information to a variety of diverse audiences.
- Conduct inspections to ensure compliance with current public health and environmental codes, regulations and policies.
- Determine if regulatory violations have occurred, document violations, and establish schedule for corrections; and make recommendations for follow-up to senior investigators based upon investigation findings.
- Perform investigations and coordinate activities with senior level investigators to initiate enforcement or corrective actions as required.
- Respond to public complaints and inquiries on environmental health matters.
- Maintain and use program based computerized systems, write and review reports, and maintain accurate records.
- Work with other agencies and jurisdictions to receive, screen, or share information regarding the environmental health.
- Present basic environmental health program information at meetings and public forums.
- Participate in assigned Environmental Health Division meetings and trainings.

- Registered Sanitarian certificate from the National Environmental Health Association (NEHA) or the Washington State Environmental Health Association (WSBRS) is required at the time of hire into these positions.
- Demonstrated knowledge of federal, state, and local industry codes, regulations, policies and procedures relating to environmental health and protection. Environmental sciences and engineering principles; public health principles and disease process; and disease prevention principles.
- Demonstrated knowledge of regulatory and technical research methods.
- Demonstrated knowledge of conflict resolution techniques.
- Demonstrated ability to conduct complex environmental health investigation using established regulations, codes, and practices; to research, monitor, and apply federal, state and local laws, policies, and environmental protection.
- Demonstrated experience investigating failing on-site sewage systems and permitting repairs and new system designs.
- Knowledge of environmental sciences and environmental engineering principles.
- Knowledge of environmental protection programs, laws, regulations and policy processes.
- Knowledge of data collection, analysis and interpretation techniques.
- Knowledge of federal, Washington state and local environmental regulations.
- Knowledge of regulatory and technical research methods.
- Skill in synthesizing a variety of information and in assessing organizational and political impact.
- Skill in identifying and using alternative resources.
- Skill in balancing regulations with individual situations.
DESIRED QUALIFICATIONS
- Demonstrated successful experience in customer service with broadly diverse populations.
- Demonstrated experience utilizing web portals or other software solutions for managing large quantities of data.
- Demonstrated experience writing, analyzing or reviewing inspection reports.
- Bachelor of Science degree in Environmental Health equivalent.
