The Hazardous Waste and Toxics Reduction (HWTR) Program within the Department of Ecology is looking to fill our statewide Local Source Control Partnership Coordinator position (Environmental Planner 4).  Ecology is pleased to offer the opportunity for this position to be located at either our headquarters office or at one of our four regional offices.

The Local Source Control Partnership supports local governments so that they can help small businesses improve hazardous waste management practices, reduce toxic stormwater pollution and prevent spills. Your role is to lead, support, and enable the Local Source Control Specialists that are working throughout the Puget Sound region, Spokane River and the Lower Columbia River watersheds.

We are seeking experienced candidates that have a broad range of skills to lead this collaborative partnership. Key duties include communications, strategic planning, evaluating and measuring statewide performance. In addition, you will create interagency agreements, help organize training, seek federal grant funding, track and communicate results.

This position works with people in many of Ecology’s programs, including the municipal stormwater permit group, staff working on environmental monitoring related to the Local Source Control Program, as well as hazardous waste and pollution prevention specialists in our regional offices.

We are looking for applicants with professional experience in environmental planning, sustainability, environmental management, or public administration with an environmental emphasis as well as project management, budgeting, information management, and performance metrics tracking. Important skills include the ability to successfully manage collaborative partnerships or complex projects. Experience with local, state or federal hazardous waste management regulations, stormwater regulations, pollution prevention, compliance assurance or other environmental programs is required.

Applicants should have the ability to work independently and effectively with agency programs, businesses, government and nongovernmental organizations.

The Hazardous Waste and Toxics Reduction (HWTR) Program is made up of people dedicated to fostering sustainability, preventing pollution, and promoting safe waste management. We do many different things in a coordinated approach to protect the people and environment of Washington from pollution from hazardous products and waste.

Some of the Key work activities of the Local Source Control Coordinator position include:

Local Source Control Partnership – As the designated principal planning consultant for the Local Source Control Partnership (LSC),

  • Leads the development and implementation of the Local Source Control Partnership Program.
  • Coordinates the 20-agency partnership that is responsible for providing on-site technical assistance to small businesses through interagency agreements (contracts) with Ecology.
  • Develops and recommends policy and program development and implementation for the LSC Partnership Program.
  • Develops, negotiates and manages the interagency agreements, conducts data analysis and program evaluation, prepares biennial reports.
  • Maintains the local source control specialists’ network, including coordinating with representatives from Ecology’s regional offices and other programs.

Implementation Plan Development – work with internal and external parties to develop a statewide biennial implementation plan to identify goals, performance measures and actions to sustain and enhance the LSC Partnership, including regional office coordination.

Qualifications
Required Qualifications:

A Master’s degree or above with major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field.

AND

At least three years of professional experience successfully coordinating interagency agreements, contracts or project management, experience with local, state or federal hazardous waste management regulations, stormwater regulations, pollution prevention or compliance assurance programs.

OR

One year of experience as an Environmental Planner 3 which includes experience coordinating interagency agreements, project management, experience with local, state or federal hazardous waste management regulations, stormwater regulations, pollution prevention or compliance assurance programs.

Desired Qualifications:

  • Experience with environmental inspection or compliance assistance programs.
  • Demonstrated project management skills.
  • Demonstrated ability to organize multiple assignments, sometimes of a complex nature or involving competing priorities and partner collaboration, to produce work products that are timely, accurate, and complete.

Retirement and Deferred Compensation

Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
 
Vacation (Annual Leave)
You begin accruing vacation starting your first month of employment. Since we value your loyalty, the amount of vacation you can accrue increases the longer you work with us. Washington State supports members of the armed forces with 21 days paid military leave per year. Vacation accrues for full-time employees per WAC 357-31-165.
