The Opportunity:
WSDOT has an exciting opportunity for a dedicated environmental professional to join the North Central Region (NCR) Environmental Office as the Environmental Programs Manager. This position will develop and establish the long-term vision of the region’s environmental program and will be responsible for balancing the complex and competing needs and priorities of the agency and transportation impacts on the state’s cultural and natural resources having significant influence on other organizations, programs and citizens. The selected individual will be responsible for ensuring all construction, maintenance and operations activities comply with all federal, state, and local environmental laws and regulations that are consistent with WSDOT’s mission and goals.

This position will perform the following work:
- Provide implementation strategies for the NCR Environmental Office to ensure the delivery of safe, efficient, cost effective, and an environmentally responsible transportation system.
- Integrate environmental standards into the planning, design, construction, maintenance and operations phases of WSDOT business.
- Resolve sensitive, complex, competing, overlapping and unclear regulatory requirements for the delivery of transportation projects.
- Negotiate with regulatory agencies and policy makers from federal, state and local agencies to develop agreements, policies, guidance, and legal rule interpretation affecting cost and schedule-sensitive WSDOT procedures and actions.
- Provide strategic planning and direction to ensure project design balances environmental priorities, various stakeholder needs and transportation requirements.
- Provide leadership in the introduction, administration, and implementation of organizational policies and procedures.
- Build and maintain positive and effective interagency relationships and partnerships with all state, local, and regulatory agencies, tribal governments, stakeholders and the public.
- Other duties as assigned.
An ideal candidate for this position will have:
- A Bachelor’s Degree in natural, physical, biological or environmental science or environmental planning.
- Minimum of 8 years’ experience in environmental sciences, environmental documentation or permits related to transportation development. A Master’s degree in a related field will substitute for one year of experience.
- Demonstrated knowledge of environmental processes and requirements over a broad range of federal, state and local agency laws and regulations.
- General knowledge of highway design and construction, the project development process, and the laws and regulations related to delivery of transportation projects.
- Excellent communication skills with the ability give presentations to large groups.
- Ability to provide court and legislative testimony about projects and environmental issues.
- Proven management skills and the ability to manage, motivate and lead a complex, integrated and functionally diverse group of environmental support services and staff.
- Strong customer service skills and the ability to represent WSDOT and NCR as a positive player and partner in the regional transportation arena.
- Valid driver’s license with the ability to travel to the field, statewide and beyond as required.
