SALARY RANGE:

NRS1 In-Training – $3,123 – $4,191 per month
NRS2 – $3,522 – $4,737 per month
Note: This position may be filled as a Natural Resource Specialist 1 In-Training to Natural Resource Specialist 2

Permanent, Full-time.   This position is represented by the WPEA.
Important Note:   Once appointed to this position the incumbent will be required to pay union dues or other representation fees within the first 30 days of employment.

POSITION PROFILE:

This position is responsible for collecting and evaluating data on young forest stands to ensure adequate stocking levels are present in order to meet future forest managment goals and objectives. This position is also responsible for analyzing site factors and competing vegetation conditions and plans future silvicultural activities to promote forest health and productivity, increase revenue for the trusts, and sustain wildlife habitat. Additionally, this position prepares and administers silviculture contracts with both private contractors and Olympic Correction Center crews. This position may be filled at the Natural Resource Speciailist 1 In-Training level and upon successful completion of an In-Training plan would be promoted to the NRS 2 level.

The duty station is located in Forks, WA on the west side of the beautiful Olympic Peninsula. Within close proximity of the duty station there are endless miles of trails, rivers, and coastlines to explore!

Qualifications
REQUIRED QUALIFICATIONS:
NRS1 In-Training:

  • Knowledge of all laws, policies, and practices related to silviculture and timber sales programs
  • Knowledge of principles, theories, and practices of natural resource management
  • Knowledge of timber and land management planning and practices
  • Knowledge of contract administration
  • Knowledge of current issues and conflicts surrounding natural resource management activities
  • Knowledge of current and developing practices and theories of professional natural resource management
  • Proficient computer skills such as MS Word and MS Excel, with aptitude for learning new software programs
  • Experience using maps, aerial photos, compass, orthos, clinometer, and GPS
  • Strong verbal, written, and interpersonal communication skills as demonstrated by the ability to resolve conflicts, write effectively, and communicate with diverse groups both internal and external

NRS2:

  • One year of professional forestry experience working with:
    • Forest management objectives, planning and silviculture practices
    • Contract preparation and administration

Key Knowledge and Skills

  • Understanding of silvicultural systems, methods and practices.
  • Knowledge of Forest management prescriptions and objectives.
  • Knowledge of Washington Forest Practices laws and rules.
  • Knowledge of logging systems and forest road construction techniques.
  • Knowledge of theory, policy, principles and practices of the forestry profession as applied to Northwestern United States (i.e., fundamentals of: silviculture of Northwest species, markets and economics, cruising methods, sales layout, logging methods, engineering, plant nutrition, propagation and weed control, reforestation and intensive forest practices, recreation, multiple use, inventory, water quality, watershed management and basic principles of fisheries management.
  • Proficient computer skills such as MS Word, MS Excel, ARC-GIS ARC-View, with aptitude for learning new software programs
  • Experience using maps, aerial photos, compass, orthos, clinometer, and GPS
  • Strong verbal, written, and interpersonal communication skills as demonstrated by the ability to resolve conflicts, write effectively, and communicate with diverse groups both internal and external

DESIRABLE QUALIFICATIONS:

  • Bachelor’s Degree in Forest Management or related field; or Associates Degree in related field and two years of professional forestry experience; OR four years professional forestry experience.
  • Experience with DNR’s HCP, guiding policies and procedures
  • Experience preparing and administering silvicultural and timber sale contracts
  • Experience working independently and as part of a team to develop and achieve department and project goals
  • Negotiation and supervision skills
  • Arc View and/or ArcGIS software experience
  • Knowledge of herbicides and their use in forest environments.
  • Unstable slopes recognition and awareness.
  • Experience using chainsaws and other forestry tools
  • Ability to converse in Spanish

SPECIAL POSITION REQUIREMENTS AND WORKING CONDITIONS

  • Licensed as Herbicide Applicator or ability to obtain within six months of employment with Laws and Safety, R/W and Agricultural weed endorsements.
  • Must have a valid driver’s license and have two years of driving experience. This position requires driving as an essential function.  Employees who drive for state business, whether in a state or privately-owned vehicle, are required to possess a valid license as defined in policy PO02-006 and abide by all other driver responsibility requirements.  Ability to work on uneven terrain in all weather conditions

Retirement and Deferred Compensation
