About the Division
Would you like a job where you use your abilities to help kids go to college? The CAS division works to ensure students and families have the information and resources they need to make higher education a reality. Our scholarships, initiatives and outreach activities have a statewide reach with a focus on first generation, historically underrepresented students.  Our primary target audience is K-12 schools, students, families and community based organizations.

About the Position
We are looking for someone who has the skill and inclination for accuracy and details to manage program funds and administer contracts ensuring state and federal guidelines are followed. The Fiscal Program Manager leads the budget and planning process for the CAS division, including the annual allotment process. This position also maintains electronic and hard copy files of all program materials and manages record retention requirements for all fiscal records. Professional verbal and written communication skills are essential.

While we welcome experienced Fiscal Analysts with the state, anyone with a background in accounts payable and administrative/ customer support is encouraged to apply.

Duties
Some of what you’ll be doing:

  • Tracking and monitoring Washington State GEAR UP project budgets.
  • Tracking and monitoring GEAR UP sub recipient and contractor budgets.
  • Managing the accounts payable process for all GEAR UP sub-recipients and contractors. This includes:
    • Reviewing and approving monthly invoices for accuracy, ensuring back up documentation is adequate and meets the requirements set by GEAR UP.
    • Communicating with contractors by phone and email to resolve discrepancies in allowability of expenditures, insufficient back up, or unapproved expenditures.
    • Providing clear and responsive feedback to contractors regarding all adjustments to reimbursements.
    • Maintaining paper and electronic copies of all transactions
  • Providing program leadership with monthly budget summary reports including any concerns about expenditure fluctuations or trends.
  • Providing administrative support as needed.
Qualifications
Required Education & Experience 

  • Associate’s degree in accounting or related field.
  • Two years of experience processing accounts payable.
  • Experience in the accounting field can be substituted year for year for the Associate’s degree.
  • Two years of experience providing administrative support

Required Competencies

  • Detailed oriented with experience interpreting and applying complex guidelines and requirements.
  • Experience creating and maintaining electronic and hard copy fiscal and program record keeping systems.
  • Demonstrated ability to work independently, prioritize tasks and manage multiple assignments to ensure timely completion.
  • Excellent written and verbal communication skills.
  • Ability to effectively communicate with people from diverse backgrounds and experiences.
  • Ability to remain flexible in an environment of changing procedures, policies, and priorities.
  • Two years of experience and proficient skills in Microsoft Office products including: Word, Excel, PowerPoint, and Outlook.

Preferred/Desired Education, Experience and Competencies:

  • Knowledge of OMB circulars, EDGAR, and SAAM.
  • Knowledge of the State of Washington reimbursement process.
  • Knowledge of the State of Washington travel policies.
  • Three or more years in a fiscal management related position, processing accounts payable.
  • Experience working in a federally funded program or with underrepresented/first generation students and their families.
  • Experience working with schools, community-based organizations, and postsecondary institutions.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees’ Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems‘ web site.
 
Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
 
Vacation (Annual Leave)
You begin accruing vacation starting your first month of employment. Since we value your loyalty, the amount of vacation you can accrue increases the longer you work with us. Washington State supports members of the armed forces with 21 days paid military leave per year. Vacation accrues for full-time employees per WAC 357-31-165.
