The Health Care Authority (HCA) is seeking a tactful, customer-focused professional to fill the position of Administrative Assistant 3. This position supports clinical and quality management professionals, and will require flexibility, responsiveness, humility, and the ability to work in a dynamic environment.
The ideal candidate for this job will be skilled at anticipating needs, and enjoy the role of being in a support position.

Position Objective:
This position provides administrative support duties for the Medical Services and Management Section within the Division of Clinical Quality and Care Transformation.  It supports the section by providing high level administrative support to the Section Manager, Clinical Program Managers and the Quality Management Team.  This position also serves as the Division’s Public Disclosure Request and Records Coordinator.

Some of the tasks this position will perform:
Oversee all aspects of general office coordination for the Medical Services and Management Section.

  • Attend supervisor’s monthly management team meetings.
  • Organize meetings with internal and external stakeholders, coordinating the work flow, which includes creating and sending meeting invitations, reserving appropriate resources, setting agendas, copying materials, taking and distributing meeting minutes, coordinating with meeting organizer, and ensuring meetings don’t overlap.
  • Make travel arrangements for section staff and supervisor.
  • File and retrieve organizational documents.
  • General clerical duties.
  • Provide administrative support to supervisor, coordinate office operations, and keep supervisor’s calendar.
  • Serve as a liaison between supervisor and other staff members.
  • Support all Medical Services and Management units in project-based work and contract work.  Interact with clients, visitors, and vendors.
  • Divisional records retention and public disclosure requests coordinator.

Required Qualifications:

  • High School graduation or equivalent and three years of progressively responsible experience in office/clerical, secretarial, or general administrative work.
  • Knowledge of office procedures and practices, business management practices, research methods, and data collections, communication, and correspondence practices.
  • Ability to work independently; read, understand, and interpret policies and procedures; develop written reports; work effectively with others, communicate effectively, both in writing and speech.
  • Ability to communicate professionally in all environments with diverse customers including executives and patients.

The Health Care Authority (HCA) is Washington State’s largest health care purchaser, public or private. HCA provides health care access for more than one-third of the state’s non-elderly population, and is a leader in moving health care forward both in Washington State and nationwide.
HCA purchases health care for more than 2 million Washington residents through its administration of three programs:

Washington Apple Health (Medicaid): Provides health care coverage to approximately 1.9 million low-income Washington residents. HCA serves as the federally designated Single State Medicaid Agency.

Employees and Retirees Benefits (ERB) Program:
Provides medical, dental, life, and long-term disability coverage through private health insurance plans to approximately 370,000 eligible state, local public jurisdiction, school district, and higher education employees. Administers the public employee wellness program.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees’ Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems‘ web site.
 
Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
 
Vacation (Annual Leave)
You begin accruing vacation starting your first month of employment. Since we value your loyalty, the amount of vacation you can accrue increases the longer you work with us. Washington State supports members of the armed forces with 21 days paid military leave per year. Vacation accrues for full-time employees per WAC 357-31-165.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
