The Toxics Cleanup Program (TCP) is looking to fill an Underground Storage Tank Inspector (Environmental Specialist 4) (In-Training) position. This position will be located in our Central Regional Office (CRO) in Union Gap, WA.

Our Underground Storage Tank Inspector position assists in preventing pollution of the soil and groundwater by inspecting regulated underground storage tanks at gas stations.  UST inspections must be completed once every three years for all regulated UST systems. This position serves as the staff expert on UST technical equipment operation and UST regulations for the Central Regional Office. They act as the resource on UST regulations and their implementation, and elevate high priority UST issues as necessary. They also provide cross-program coordination where UST issues interface with other Ecology programs.

The Underground Storage Tank Inspector position is located within the Central Regional Office of the Toxics Cleanup Program (TCP). The mission of the Toxics Cleanup Program is to “To protect Washington’s human health and environment by preventing and cleaning up pollution and supporting sustainable communities and natural resources for the benefit of current and future generations.”

the Underground Storage Tank Inspector position serves as the Central Region’s section specialist for UST compliance, including for regulatory issues, corrosion protection, facility inspections, and enforcement in the central region.

Some of the Key work activities of the Underground Storage Tank Inspector position are:

  • Conducts UST investigations and enforcement actions on all sites and those requiring more than field penalties (fines greater than $2000 or enforcement orders), and provides support on criminal investigations for violations of the UST regulations.
  • Follows the “Significant Operational Compliance” guidance and uses best professional judgment.
  • Carries out appropriate enforcement actions and issues field citations, as necessary, to UST site owners for violations of the UST regulations.
  • Achieves a high level of quality of inspection work, technical assistance and follow up compliance work Provides expert testimony for Pollution Control Hearing Board hearings, case reviews, and court cases involving UST regulations and investigations.
  • Provides technical support to the AAG’s office on cases concerning UST issues.
  • Drafts Administrative Orders for the Section Manager’s signature for violations of UST regulations as required.
  • Trains and provides direction to new UST inspectors in accordance with the inspectors’ training plan.
  • Coordinates with expert staff in other regions and headquarters to mentor and conduct inspections with junior inspectors and UST staff from other regions to ensure consistency within the program.
  • Provides training to junior staff on issuance of field penalties.
  • Independently manages and coordinates special complex projects – Projects may include drafting guidance, providing expertise on technical and policy issues, helping facilitate resolution of high priority environmental issues requiring technical expertise and updating certification for UST supervisors.
  • Trains and provides technical assistance to the regulated community and UST service providers upon request and as directed. Training and technical assistance may include workshops, classroom presentations or one-on-one field visits.
  • Represents the agency as a speaker at Ecology All-Staff meetings, EPA Region 10 All-State meetings, UST/LUST National Conferences, and other appropriate forums

Qualifications
Required Qualifications:

At the Environmental Specialist 2 Level: Pay Range 45 ($3,203 – $4,191) Monthly

A Bachelor’s degree involving major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field and one (1) year of professional level experience in environmental analysis or control, or environmental planning.

Additional qualifying experience will substitute, year for year, for education.

OR 

One (1) year of experience as an Environmental Specialist 1.
OR 

A Master’s degree in one of the above fields.

Environmental Specialist 3 Pay range 49 ($3,522-$4,623)

A Bachelor’s degree involving major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field and two years of professional level experience in environmental analysis or control or environmental planning.

Additional qualifying experience will substitute, year for year, for education.

A Master’s degree in one of the above fields will substitute for one year of the required experience.

OR 

A Ph.D. in one of the above fields.

OR

One year of experience as an Environmental Specialist 2.

Environmental Specialist 4 (goal classification) Pay range 55 ($4,085-$5,358)

A Bachelor’s degree involving major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field and five years of professional-level experience in environmental analysis or control, or environmental planning which includes one year equal to an Environmental Specialist 3 or above or two years equal to an Environmental Specialist 2 or above.

Additional qualifying experience will substitute, year for year, for education.

OR

A Master’s degree in one of the above fields and three years of professional – level experience as required above which includes one year equal to an Environmental Specialist 3 or above or two years equal to an Environmental Specialist 2 or above.

OR

A Ph.D. in one of the above fields and two years of professional-level experience as required above which includes one year equal to an Environmental Specialist 3 or above or two years equal to an Environmental Specialist 2 or above.

OR

Two years of experience as an Environmental Specialist 3.

NOTE: Required experience must include one (1) year of experience conducting UST inspections and an expert working knowledge of Chapter 173-360 WAC and Chapter 90-76 RCW.

Retirement and Deferred Compensation
