The Position
Portland Parks & Recreation (PP&R) is seeking applications for a Park Maintenance Supervisor position.  This position oversees the maintenance functions for multiple parks in the geographic portfolio assigned.  The current vacancy is in the Downtown/NW; there may be future vacancies in other geographic locations. This position is responsible for directing the work of many skilled and semi-skilled personnel engaged in maintaining City Parks and related facilities and equipment, such as horticultural beds, athletic fields, playgrounds, urban plazas and irrigation systems. The Park Maintenance Supervisor plans, supervises and evaluates the work of assigned staff as well as provides leadership to create a high performance, service-oriented, diverse and safe work environment that supports the City’s and Bureau’s mission, objectives and service expectations. This position coordinates work with other City and community groups in addition to responding to inquiries from the public. Administrative tasks including drafting and analyzing reports, budgets, proposals and work plans as well as daily processing of permit requests, contracts, invoices and written communication. The Park Maintenance Supervisor may work a varied schedule to respond to emergency calls and to meet business needs of PP&R.

To Qualify
Applicants must specifically address and demonstrate in their responses to the supplemental questions and resume how their education, training and/or experience, meets each of the following minimum qualifications:

  1. Knowledge and experience applying the methods, practices, techniques, tools, materials and equipment used in the construction and maintenance of large landscaped areas, including associated buildings, structures, equipment and facilities.
  2. Knowledge of and experience providing effective employee supervision, including training, work evaluations, discipline, motivation, hiring practices and mentoring of a diverse, high-performing group.
  3. Experience analyzing complex operational problems, evaluating alternatives and recommending or adopting effective courses of action.
  4. Knowledge and experience applying safety practices, ensuring personnel follow safe practices with equipment relating to work in downtown parks and educating personnel on rules, regulations, codes, safe work habits and potential hazards.
  5. Experience establishing and maintaining effective working relationships and communications with other internal groups, external partners and community members.
Applicants must also possess:
  • A valid state driver’s license and an acceptable driving recordand
  • A Pesticide Applicator License issued by the State of Oregon at time of appointment.

  • Coverage is available to benefits-eligible employees, their spouse/domestic partner and eligible dependent children up to age 26.
  • For full time employees, the City pays 95% of the cost of coverage, you pay 5%.
  • The part-time employees’ cost is pro-rated based on the number of hours in the employee’s regular work schedule.

  • Medical Expense Reimbursement Plan (MERP) allows you to make pre-tax contributions to your account to pay for eligible medical/dental/vision expenses which are not paid by your health insurance (deductibles, co-pays, etc.)
  • Dependent Care Account Program (DCAP) allows you to pay for your eligible dependent care expenses with pre-tax dollars. The maximum allowable you may contribute to this plan is $5,000. 
  • Membership in the Public Employees Retirement System (PERS)/Oregon Public Service Retirement Plan (OPSRP)
    • The City currently pays the employee’s share of the retirement contribution.
    • Employees who are OPSRP members are vested after five years of contributions or when they reach age 65 (age 60 for police and fire.)
  • Option to contribute a portion of your earnings on a pre-tax basis to the City’s Deferred Compensation Program.
Paid Leave
  • 80 hours of vacation each year initially. This accrual will increase over time.
  • Sick leave typically accrues at the rate of 104 hours each year
  • 10 paid holidays each year
  • three personal days accrue each year

Family Medical Leave

In accordance with federal and state law, and the City policy for family medical leave, the City grants family and medical leave to eligible employees for certain family and medical related reasons.
