The Recreation and Conservation Office (RCO) is a small state agency located in Olympia, Washington that provides support for two boards and two councils in work that creates and maintains opportunities for recreation, protects the best of the state’s wild lands, farmlands and forestlands, and contributes to the recovery of salmon from the brink of extinction.

We are looking for:
A hard working, team oriented individual who is outgoing, has great customer service and communication skills, and is self-directed. The successful candidate must be passionate about conservation and salmon recovery and be willing to work in Olympia with a team of dedicated staff in a small natural resource agency.

Duties
The work involves:
This position primarily manages grants and contracts for salmon recovery projects in the salmon section of the agency.  Duties include:

  • Manage grant funded acquisition, restoration, planning, projects and interagency agreements and contracts;
  • Provide consulting services to public and private organizations in the development, preparation and management of salmon recovery grants;
  • Conduct site inspections for compliance with grant requirements and resolve complex compliance issues;
  • Prepare and present issues and recommendations to the SRFB;
  • Prepare materials and conduct workshops and training materials for grant applicants and project sponsors.

Qualifications
What you need to qualify:

A Bachelor’s or Master’s degree in aquatic sciences, forestry, natural resource management, planning, environmental studies, or a related field.

Three (3) years of professional level experience in one or more of the following:

  • Acquiring land for conservation and/or restoration purposes (e.g., salmon habitat, riparian corridors, estuary reconnection);
  • Restoring land for habitat purposes;
  • Working in a natural resource field;
  • Managing and monitoring compliance with contract requirements including various federal and state laws/regulations;

Demonstrated ability to manage contracts and ability to resolve complex, challenging and sensitive issues in aquatic sciences, forestry, natural resource management, planning, environmental studies, or a related field.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees’ Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems‘ web site.
 
Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
 
Vacation (Annual Leave)
You begin accruing vacation starting your first month of employment. Since we value your loyalty, the amount of vacation you can accrue increases the longer you work with us. Washington State supports members of the armed forces with 21 days paid military leave per year. Vacation accrues for full-time employees per WAC 357-31-165.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Full-time employees earn eight hours of sick leave per month. Paid sick leave may be used for reasons included in WAC 357-31-130.
