State Parks is governed by a board of seven volunteer citizens appointed by the Governor. Commission members serve staggered six-year terms, setting public policy and guiding the agency. This recruitment will be used to fill two (2)  full-time Park Ranger 4 (Area Manager) positions for the Northern Shores and South Beach Areas, which includes: (Northern Shores Area) Pacific Beach, Ocean City, Schafer, Lake Sylvia, Griffith-Priday State Parks and the Seashore Conservation Area; (South Beach Area) Bottle Beach,  Westhaven, Seashore Conservation Area, Westport Light, Twin Harbors, and Grayland Beach State Parks. The Northen Shores position is located at Ocean City State Park and the South Beach position is located at Grayland Beach State Park.

Duties
This is an expert level position that serves as a leader in the Operations Division and offers expert level opinion on projects, policy, procedure, rules, and regulations from a front line operational perspective so that decision making includes a complete perspective of probable impacts. This position serves as a conduit between higher level operational decisions and front line staff, promoting and supporting operations policy, procedure, and strategy.

Duties include, but are not limited to:

  • Facilitate the identification, planning, and oversight of all park activities as required necessary to fulfill the mission/vision of the park area, division and agency:
    • Develop, submit for review, and maintain Operational Planning & Reports.
    • Manage area budget; ensure fiscal accountability and compliance with agency policies and procedures.
  • Provide direction and oversight for all maintenance functions in the area and coordinate with other Agency staff as needed:
    • Ensure park area Routine Facility Maintenance Plan is followed.
    • With the aid of the C&M Supervisor, develop and maintain a prioritized biennial plan for addressing area maintenance needs.
    • Ensure required maintenance safety training and procedures are met by all area staff and such training is documented.
    • Oversee contract management for the Park Area.
  • Supervise direct reports: ensure they are following all applicable Agency policies and procedures, statewide rules and regulations and the Collective Bargaining Agreement.
  • Provide leadership in park area and participate in leadership opportunities in the division and agency:
    • Understand and support Agency mission and vision.
    • Understand and support division mission and vision.
    • Proactively communicate with staff in a positive and supportive manner.
    • Actively participate in agency wide peer group meetings.
    • Seek opportunities to demonstrate innovation and leadership within assigned area.
  • Represent State Parks at meetings, in collaboration with agency programs, and in all facets of public engagement.
  • Oversee Law Enforcement activities.
Qualifications
REQUIRED:

  • Bachelor’s degree.
  • Four (4) years of professional experience in a Natural Resource field.
  • Two (2) years of supervision at the professional level.
  • Valid unrestricted Driver’s license (other than corrective lenses).

** Experience in a Natural Resource or Recreation field will substitute year for year for education.**

DESIRED:

  • Two (2) years of Law Enforcement experience.
  • Completion of leadership training classes or coursework.
  • Bachelor’s Degree with 24-QTR or 18-Semester hours in Parks and Recreation or a Natural Resource field.
  • Degree specific to the Natural Resource field.
  • Previous project planning.
  • Previous supervisory experience.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees’ Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems‘ web site.
 
Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
 
Vacation (Annual Leave)
You begin accruing vacation starting your first month of employment. Since we value your loyalty, the amount of vacation you can accrue increases the longer you work with us. Washington State supports members of the armed forces with 21 days paid military leave per year. Vacation accrues for full-time employees per WAC 357-31-165.

Social Security
