The Water Resources program (WR) within the Department of Ecology is looking to fill a Streamflow Restoration Unit Supervisor (Environmental Planner 5) position. The position is located in our Southwest Regional Office (SWRO) in Lacey, WA.

The Streamflow Restoration Unit Supervisor position serves as a unit supervisor and policy/implementation lead for a new Streamflow Restoration Unit in the Southwest Regional Office (SWRO). In this capacity, they will direct the Streamflow Restoration Unit and the region’s work implementing ESSB 6091, including formation and oversight of the new committee processes outlined in Sections 202 and 203 of ESSB 6091. This position will work with the Program Manager, Southwest Regional Director, Regional Section Managers, and Streamflow Restoration Section Manager as a planning consultant to coordinate the work and development of the plans and committee processes required in the eight SWRO watersheds required to implement provisions of this new law. They will be a liaison between the Ecology Watershed Restoration Enhancement Committee (WREC) Chairs and Program Management and will serve as a strategic advisor to assist with formulating new policies and promote consistency and good communication among the region’s diverse watershed planning processes.

Duties

Agency Mission: Ecology’s mission is to protect, preserve and enhance Washington’s environment and to promote the wise management of our air, land and water for the benefit of current and future generations.

Program Mission: The mission of the Water Resources (WR) program is to manage water resources to meet the current and future needs of the natural environment and Washington’s communities.

Some of the key work activities of the Streamflow Restoration Unit Supervisor position are:

Regional unit supervisor for a new regional Streamflow Restoration Unit, supervising regional watershed restoration and enhancement committee leads charged with implementing the highly complex new law, ESSB 6091.
Strategic advisor to the Water Resources Program for on-the-ground regional implementation of ESSB 6091. Assembles, organizes, and provides oversight of a multi-disciplinary team assigned to resolve major policy issues and implement a new program and law. Resolves the most complex, critical, or precedent-setting issues that arise.
Coordinates the eight regional Section 202 and 203 Ecology watershed committee processes, working with the Ecology leads statewide to develop policies, tools and resources to guide successful implementation of this new streamflow restoration program.
Program expert planner responsible for implementing ESSB 6091 in one of the most complex WRIAs in the Southwest Region.
Coordinates with state and local agencies, tribal governments, and external stakeholders, as well as internal Ecology technical experts, to develop recommendations for projects and actions that will measure, protect, and enhance instream resources and improve watershed functions that support the recovery of threatened and endangered salmonids.

Qualifications

Required Qualifications:

A Master’s degree or above with a major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field

AND

Five (5) years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development.

OR

One (1) year of experience as an Environmental Planner 4, provided a Master’s degree in a field listed above has been attained.

Desired Qualifications:
Knowledge of the collective bargaining agreement by and between “The State of Washington” and “Washington Federation of State Employees (WFSE)”, state civil service system rules, and agency policies concerning personnel development and personnel actions including recruitment, hiring, training, professional development, performance evaluation, corrective action, and corrective or disciplinary actions.
Experience managing and implementing new, highly complex, and multi-disciplinary processes.
Experience managing multi-stakeholder processes, including experience convening and managing large committees representing diverse interests and working towards a unified goal.
Technical knowledge of Washington’s water code and Ecology’s instream flow rules.
Technical knowledge and familiarity with state and federal water law, and the State Environmental Permitting Process (SEPA).
Facilitation: Skills in collaboration and meeting facilitation. Coordinates and leads groups in a manner that creates a cooperative and productive environment to effectively resolve problems or develop and implement plans.
Negotiate Agreements: Effectively work with others to understand interests and actively strive to achieve agreements or resolve differences in a timely manner. Common interest/need: Study and review proposals carefully. Break down stated position and difficult conflict into the basic underlying interest and need. Seek to find common interests around which agreement may be reached.
Research and Investigation: Obtains, organizes, and analyzes data to support research and investigation. Researches information from existing databases, sources, and procedures. Ability to produce high quality and accurate reports in a timely and accurate manner.
Contract management: Experience in contract development and management, including experience negotiating scopes of work and overseeing contract deliverables.

Special Requirements / Conditions of Employment:
Possess a valid driver’s license.
