The Toxics Cleanup Program (TCP) is looking to fill a Strategic Planner (Environmental Planner 5) position. This position is located in our Headquarters Building in Lacey, WA.

The Strategic Planner position is responsible for the development of strategic plans, supporting operational planning and organizational development for the Toxics Cleanup Program. This includes the preparation and modification of performance measures related to the program. Utilizes budget, workforce and site management databases to preparation of performance measures, program plans and other strategic documents.

Agency Mission:  Ecology’s mission is to protect, preserve and enhance Washington’s environment and to promote the wise management of our air, land and water for the benefit of current and future generations.

Program Mission: The mission of the Toxics Cleanup Program is to “Protect Washington’s human health and environment by preventing and cleaning up pollution and supporting sustainable communities and natural resources for the benefit of current and future generations.”

The Toxics Cleanup Program is comprised of approximately 200 engineers, planners, scientists and administrative professionals committed to serving Washington’s citizens and protecting their health and environment. Our mission is to prevent and cleanup pollution, support sustainable communities and natural resources for the benefit of current and future generations.

Our primary focus is the identification and cleanup of contaminated sites across the state. We also carry out one of the largest pollution prevention programs at the Department of Ecology related to the regulation and inspection of underground storage tanks. We carry out these responsibilities based on the values of respect and collaboration, innovation and continuous improvement and a commitment to science based informed decision making.

Some of the key work activities of the Strategic Planner position are:

  • Serves as lead planner for the Toxics Cleanup Program.
  • Provides analytical and consultation services to program manager and higher level agency management on application of program resources and their resultant impact on program performance and activities.
  • Represents the program on Governor Results Washington planning meetings.
  • Serves as strategic planner and developer of program performance measures and works with managers in the program to develop, track, and monitor program performance.
  • Works in consultation with program Financial Manager to link budget with program direction and performance measures.
  • Works with the Operations Planner to review performance data and trends information in order to assess organizational development needs.
  • Participates in and supports program work groups with research and data analysis, particularly regarding interpreting workforce data.
  • Provides backup facilitation to work groups supported by the operations planner.
  • Develops and analyzes alternatives for TCP management decision, including implementation of Agency initiatives, changes in program priorities and budget revisions.
  • Leads the TCP PMT decision-making process for the development of regional section and overall program plans. Prepares Annual and Biennial Program Plans.

Qualifications
Required Qualifications:

A Master’s degree or above with a major emphasis in urban, regional, environmental, or natural resource planning, environmental design, landscape architecture, geography, land use or environmental law, public administration with environmental emphasis, or closely related field

AND

Five (5) years of professional experience in land use, urban, regional, environmental, or natural resource planning and/or program development.

Desired Qualifications

Demonstrated knowledge of performance management and planning principles to achieve environmental results, techniques, current trends, environmental laws, policies and programs concerning all phases of state clean up regulations and procedures.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees’ Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems‘ web site.
 
Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
 
Vacation (Annual Leave)
You begin accruing vacation starting your first month of employment. Since we value your loyalty, the amount of vacation you can accrue increases the longer you work with us. Washington State supports members of the armed forces with 21 days paid military leave per year. Vacation accrues for full-time employees per WAC 357-31-165.

Social Security
