Our Employment System Policy division is looking to hire multiple, non-permanent, Policy Analyst / Employment Security Program Coordinator (ESPC3) positions. You will serve as members of the Employment System Administration and Policy Unit charged with understanding and researching federal and state laws, rules, and guidance. You’ll participate in the development of plans, policies, guidance, procedures, and technical assistance necessary to ensure the integration and cohesive operation of Washington’s unemployment insurance and workforce development one-stop system that provides critical services to Washington’s job seekers. You will assist in developing and maintaining a cohesive, complementary, and effective state-level policy infrastructure as it relates to those two areas. We are currently looking for individuals with in-depth knowledge and experience in UI Benefit laws, rules, guidance, and policy.

Duties
In this role you will research, analyze, and interpret new and existing federal and state laws and legislation, rules, regulations, and guidance; provide policy analysis, technical assistance, and consultation to internal and external customers.

Some of the things you’ll be doing:

  • Provide statewide consultation on policy inquiries to internal and external customers.
  • Develop and implement state-level program policies and guidance.
  • Edit and review documents for content and quality; ensure they are “plain talked”.
  • Provide technical assistance and/or act as liaison between customers and federal government, staff, partners, and stakeholders in the program policy arena.
  • Coordinate with training team/specialist to develop accurate training to field staff by reviewing and approving training and orientation materials used by operations staff.
  • Work within political environments; track and monitor relevant bills through legislative processes.
  • Propose, develop, revise, and implement written policies and procedures consistent with federal and state requirements; coordinate materials development; prepare standards manuals and guides.
  • Evaluate and respond to policy and procedures from other states, other Washington state agencies and private parties.
  • Act as spokesperson and/or subject matter expert in state, federal, and local government and public meetings; provide user input; represent manager as needed.
  • Provide technical assistance to ensure effective and efficient administration of federal and state activities, services and expenditures.
Qualifications
Required qualifications: 
A Bachelor’s degree in public or business administration, political science, or closely related field, and four years of professional or technical experience in employment and training or unemployment insurance programs.

OR a combination of education and/or relevant experience.
Additional qualifying experience may be substituted, year for year, for education.

OR
One year of experience as an Employment Security Program Coordinator 2.

OR
Two years of experience as a WorkSource Specialist 3 or Tax Specialist 3 – ES or equivalent.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees’ Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems‘ web site.
 
Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
 
Vacation (Annual Leave)
You begin accruing vacation starting your first month of employment. Since we value your loyalty, the amount of vacation you can accrue increases the longer you work with us. Washington State supports members of the armed forces with 21 days paid military leave per year. Vacation accrues for full-time employees per WAC 357-31-165.
