The Toxics Cleanup Program (TCP) is looking to fill an Underground Storage Tank Lead (Environmental Specialist 4) position. This position is located in our Eastern Regional Office (ERO) in Spokane, WA.

Underground Storage Tank Lead position is the lead resource on the interpretation and implementation of the state’s UST law, regulations and policies, and serves as the regional point of contact for resolution of high priority issues about UST regulations requiring coordination with other Ecology programs.

We are looking for applicants who have experience working with a wide range of people in a compliance/inspection/education/enforcement role. Strong people skills are necessary to be successful in this position.

The Underground Storage Tank Lead position is located within the Eastern Regional Office of the Toxics Cleanup Program (TCP). The mission of the Toxics Cleanup Program is to “To protect Washington’s human health and environment by preventing and cleaning up pollution and supporting sustainable communities and natural resources for the benefit of current and future generations.”

The Underground Storage Tank Lead position serves as the Eastern Region’s senior environmental specialist for UST compliance, technical support, corrosion protection, facility inspections, and enforcement.

Some of the Key work activities of the Underground Storage Tank Lead position are:

In order to ensure the proper operation and maintenance of USTs and prevent of releases of hazardous substances to environment the Eastern Region’s senior environmental specialist for UST compliance independently conducts UST inspections, investigations, and enforcement actions on sites.

  • Demonstrates use of “Significant Operational Compliance” guidance and best professional judgment.
  • When needed, prepares administrative orders for Section Manager signature on violations of UST regulations.
  • Provides expert testimony when applicable for the Pollution Control Hearings Board, case reviews, and court cases involving UST regulations and investigations, including technical support to the Attorney General’s Office.
  • Provides regional historical perspective on those enforcement actions requiring more than field penalties (fines greater than $2000 or enforcement orders).
  • Coordinates special or complex UST related work in the region, and serves as the section’s corrosion protection expert.
  • Independently documents UST system information and records compliance related data in files and applicable database(s).
  • Reviews UST related submittals (e.g., checklists, etc.) to ensure databases and files contain accurate information.
  • When requested, recommends new or modified performance measures related to UST compliance to senior staff or management.
  • Coordinates and responds to federal agency inspections and investigations for violations of the UST regulations.
  • Provides guidance to new or junior UST inspectors, including but not limited to enforcement.
  • Educates and provides technical assistance to the regulated community and UST service providers upon request and as directed.
  • Serves as a historical resource for training and technical assistance that may include internal and external workshops, classroom presentations or one-on-one site visits.
  • Mentors and conducts inspections with junior inspectors and other UST staff from other regions to ensure consistency within the program.
  • Provides UST compliance expertise on projects assigned that include but are not limited to developing rule language, guidance or policy, and resolving other high priority issues of the program.
  • Collaborates with expert UST staff in other regions and headquarters on regulatory consistency issues that may affect the program or agency.
  • Represents ERO and participates on UST inspector task team.
  • Represents the program or agency on UST related topics at meetings, hearings, conferences, and other appropriate forums.

Qualifications
Required Qualifications:

Bachelor’s degree involving major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field and five (5) years of professional-level experience in environmental analysis or control.

Additional qualifying experience will substitute, year for year, for education.
OR

A Master’s degree and three (3) years of professional-level experience or a Ph.D. and two (2) years of professional-level experience in one of the fields as required above.

OR

Two (2) years of experience as an Environmental Specialist 3 conducting UST inspections and developing an expert working knowledge of Chapter 173-360 WAC and Chapter 90-76 RCW.

Insurance Benefits

Retirement and Deferred Compensation

Vacation (Annual Leave)
You begin accruing vacation starting your first month of employment. Since we value your loyalty, the amount of vacation you can accrue increases the longer you work with us. Washington State supports members of the armed forces with 21 days paid military leave per year. Vacation accrues for full-time employees per WAC 357-31-165.
