WDFW is recruiting for a full time, permanent, Fish & Wildlife Biologist 4 position in the Fish Program.
The position’s duty station is the Region 5 Headquarters located in Ridgefield, WA.
About the Position: This position reports to the Region 5 Endangered Species Act (ESA)/Anadromous Fish Investigations Unit leader and represents WDFW as a senior biologist and regional chum salmon specialist and is responsible for directing, developing, evaluating and managing statewide biological studies, research and resource assessments for Columbia River chum salmon. Primary responsibilities of this position are to direct, manage and implement resource assessment studies to measure and document Viable Salmonid Population (VSP) data (abundance, productivity, diversity and distribution (spatial and temporal)) for adult and juvenile Columbia River chum salmon populations, to direct, develop and evaluate Columbia River chum salmon supplementation/re-introduction programs, and to direct, research, implement and evaluate recovery actions for Columbia River chum salmon.
Duties
Key Responsibilities

  • Direct, develop, manage, implement and oversee the BPA-funded LCR Chum BiOp project;
  • Develop, implement, supervise and conduct VSP monitoring for chum salmon populations;
  • Identify, direct and develop new and existing enhancement/reintroduction programs, including programs outside of the LCR Chum BiOp project;
  • Direct chum salmon habitat projects: scoping, development, implementation and evaluation;
  • Project Management and Implementation – Contracts/Deliverables;
  • Obtaining ESA permits required to implement monitoring and evaluation activities and completion of reporting requirements for ESA permits;
  • Dissemination of data and general administrative and fiscal duties.

Supervisory Responsibilities: This position is the direct supervisor of several technical and professional staff (e.g. biologists and/or scientific technicians). Indirect supervision includes up to an additional 20 technical and professional staff during peak work periods.

Qualifications
Required Qualifications

  • Education: A Bachelor’s Degree with degrees preferred in Fisheries, Wildlife Management, Natural Resource Science or Environmental Science.
  • Professional Experience/Abilities: Five years of professional experience in fish management or research, wildlife management or research, or habitat management or research.
    • Note: A Master’s degree in the applicable science will substitute for one year of the required experience. A Ph.D. in the applicable science will substitute for two years of the required experience.
    • Note: Four years as a Fish & Wildlife Biologist 3 or equivalent experience will substitute for Education requirement.
  • Certification: Valid driver’s license.

An ideal candidate should demonstrate the following knowledge, skills and abilities:
Technical Competencies:

  • Knowledge of adult and juvenile salmonid identification and salmonid redd identification.
  • Knowledge of salmonid life histories.
  • Knowledge of safe fish collection, handling, sampling, and tagging techniques and procedures, including the use of fish anesthesia. This position must have knowledge the application of Floy Tags, Petersen Discs, opercle tags and punches.
  • Ability to collect high quality Biological Data and complete Data Entry/Summarization and analysis
  • Knowledge of basic salmonid aquaculture techniques
  • Knowledge of Rotary Screw trap operation.
  • Knowledge of fence-panel weir trap operation.
  • Knowledge of PIT tag application in adults and juvenile salmonids and CWT application in juvenile salmonids.
  • Knowledge of the BPA and WDFW contracting processes.
Technology:
  • Proficient in the use of MS Word, Excel, Access and “R” software programs;
  • Knowledge of salmonid population monitoring (adult and juvenile) techniques, methodologies, and analysis software/programs (e.g. JOLLY, SPAS, POPAN, MARK, R, WINBUGS and R-script);
  • Knowledge of the PTAGIS database system for PIT tag data uploads, downloads and queries;
  • Proficient in the use of BPA PISCES software.

Supplemental Information
Working Conditions:

  • This position is a lead Regional fish biologist position that splits time between field work and working in the Region 5 office setting. The percentage of time spent in each is highly variable depending on field seasons, staffing needs, and project objectives. Field work is performed year-round under a wide array of weather conditions. Hazards include: working around streams/rivers in varying weather & flow conditions; working on boats in the Columbia River while setting seine nets; and working on and around rotary screw traps.
  • As a standard, this position follows a 40-hour work week, Monday to Friday with core hours of 8:00AM -5:00PM. However, during field seasons hours/day is highly variable. Occasionally, this position is expected to work more than 40 hours per week, beyond core hours (potentially including nights), and outside of the normal work week (i.e., Saturday, Sunday, holidays) to complete necessary field and office duties.
  • The position is expected to periodically travel throughout Washington and to other states for meetings and special projects.
  • Tools and equipment used by the incumbent include computers, vehicles, power boats, pontoon rafts, seines, basic hand tools, knives, CWT wands, rotary screw traps, CB radios, GPS units.
  • Interaction with the public generally occurs through landowner contacts, presentations, and data requests.

Union: This position is covered by a collective bargaining agreement between the State of Washington, Department of Fish & Wildlife, and the Washington Association of Fish and Wildlife Professionals (WAFWP). Retirement and Deferred Compensation

Vacation (Annual Leave)
You begin accruing vacation starting your first month of employment. Since we value your loyalty, the amount of vacation you can accrue increases the longer you work with us. Washington State supports members of the armed forces with 21 days paid military leave per year. Vacation accrues for full-time employees per WAC 357-31-165.
