General Statement of Duties/Supervision
This recruitment will be open until the position is filled.  First review of applications will start June 15th.

Under general supervision, develops, manages or assists with stormwater and water resources projects including stream and habitat protection and enhancement, reduction of pollution sources, water conservation, through public education, involvement and outreach.

Supervision:  Receives general direction and spot check supervision by superior. Supervision of employees in lower classifications and volunteers may be required.

Essential Job Duties
Develops and implements learning plans for internal and external audiences, including project goals and objectives.

Prepares project scopes of work, timelines, reports, budgets, evaluation mechanisms and completes other project-related administrative tasks.

Researches available funding sources, prepares and submits grant applications.

Coordinates with Communications staff for development and distribution of social media outreach, press releases and other informational materials to local/regional media and the general public.

Organizes, facilitates, and supervises volunteer action projects, monitoring activities, field classes and trainings, and other public outreach activities to support project goals and objectives.

Develops and implements outreach strategies to recruit volunteers and attract participants to stewardship programs and educational events.

Coordinates volunteer stewardship projects on publically-owned properties such as parks and stormwater management sites.

Recruits, trains, supervises, and interacts with volunteers of all ages and backgrounds.
Collect and evaluate field data to assess existing environmental conditions and facilitates restoration planning.

Researches available funding sources, prepares and submits grant applications for projects.

Coordinates activities with and advises Water Resources Program Manager and/or Water Resources Specialist as appropriate regarding public involvement, outreach, and education issues.

Attends Regional Environmental Education Program meetings and other regional committees as needed.

Coordinates with City departments as needed for the development and distribution of environmental education programs and outreach efforts.

Performs other duties as required.

Working Conditions:
Works in the office and in the field. Mobility sufficient for attendance at various meetings or to promote program activities is required. Fieldwork is necessary requiring bending, stooping, climbing, and walking over rough or uneven terrain, exposure to weather conditions, and lifting up to 25 pounds. Scheduling flexibility is required for attendance at various meetings at other locations and field sites, and at various times of day and on weekends.

Must be able to work with websites to update text and informational materials.

Selection Criteria
Knowledge:  General knowledge of basic water resource principles including hydrologic cycle, stream, lake and wetland ecology, non-point source pollution sources and impacts, water conservation, and associated local, state and federal regulations related to water resources; Knowledge of habitat needs, wildlife and native plant species, proficient with standard office applications, including Adobe Acrobat, Microsoft Word, Excel and PowerPoint; familiarity with GIS processes; research methodology including data collections, analysis and reporting; fund-raising methods and resources; media resources for community-service programs; budgeting and funds tracking; development, presentation, and monitoring of grant applications; and current trends and developments in public involvement and education approaches and strategies.  Proficient understanding of social media platforms, communications best management practices and design skills for marketing and outreach using traditional media.  Strong understanding of community-based social media tools and processes.

Abilities:  Ability to communicate and present program information to audiences of various backgrounds and levels of sophistication; develop program support and media materials; prepare long-range plans to accomplish specific goals and objectives; develop and meet program goals and complete assignments on time; project program financial needs; design effective informational materials to serve a variety of program needs; coordinate and motivate volunteers, local and regional staffs, and public officials to attain program goals; solicit and maintain support from a variety of organizations, groups and audiences; prepare accurate, persuasive and concise materials for a variety of audiences; speak persuasively in a variety of settings to diverse audiences of varying backgrounds and levels of sophistication; establish and maintain working relationships with other City staff, community groups, other agencies, the media and the general public; and work cooperatively as a member of a service-oriented team.

Minimum  Qualifications:  Bachelor’s degree with an emphasis in  Environmental Sciences,  Natural Resources, Education, Public Relations, Public Administration, or other program-related field, or any equivalent combination of education and experience.

Preferred Qualifications:  Experience in administering a community-oriented environmental education program.

Special Requirements: Must pass a background investigation. A valid Washington State Driver’s License may be required.

The following is an overview of the benefits available to the regular-status, non-union employees of the City of Tumwater (benefits for part-time employees will be pro-rated):

Vacation: Regular full-time City employees earn 96 hours of paid annual leave during their first year of employment. This rate is increased to a maximum of 184 hours per year, depending upon length of service.

Sick Leave: Sick leave is accrued by regular full-time City employees at the rate of 8 hours per month. Sick leave may be used only to ensure an employee’s health, and for absences caused by death or illness of a member of the employee’s immediate family.

Holidays: Most City employees receive 11 paid holidays (at 8 hours each) annually, one of which is a floating holiday.

Retirement: Eligible City employees are mandatory members of the State of Washington Public Employees Retirement System (PERS) or Law Enforcement Officers’ and Fire Fighters’ Retirement System (LEOFF) or Public Safety Employees’ Retirement System (PSERS). Both the City and the employee contribute to the system. The state retirement system provides retirement benefits and also benefits for people who are disabled. Employees leaving City service prior to retirement may withdraw their total contribution with interest.

Deferred Compensation: Employees may directly reduce their taxable income and defer this taxation until retirement or withdrawal of funds by participating in a deferred compensation plan. Deferred compensation allows an employee to defer up to $18,500 of his/her gross annual salary (more if over age 50) in 2018. The employee chooses how to invest his/her deferred salary.

Insurance Plans: Each full-time City employee in 2018 will receive a contribution of $1,605 per month toward the purchase of medical and dental insurance. (Amount is pro-rated for part-time employees.) This monthly amount pays approximately 75% of the costs of a family of four. Full family dental and medical coverage requires an employee contribution toward the cost of premiums. Employee’s whose insurance needs are less than the monthly contribution can purchase other kinds of insurance such as disability insurance or take a portion of the left over money as cash. New employees are required to have City medical insurance. The City also offers medical and dependent care flexible spending accounts, subject to eligibility requirements.

Health Reimbursement Arrangement (HRA):  The City contributes a flat dollar amount per full-time employee to an HRA VEBA program for current or future health care expenses is required. The employee chooses one of three investment options for his/her account. In 2016 this monthly amount per full-time employee is $55.00.

Group Life Insurance: The City will purchase for each employee $10,000 worth of group term life insurance.*

Liberty Mutual Insurance: City employees are eligible for discounted auto and home insurance.

EMPLOYMENT

Hours of Work:  The normal work week is forty (40) hours, Monday through Friday. Customized work schedules may be available at the discretion of the position supervisor. Some positions require weekend, evening, shift or holiday work or overtime.
