The DNR has an annual operating budget of approximately $245 million and has over 1300 permanent employees with approximately 500 additional staff hired during the summer fire season.

This senior level position is responsible for supporting Washington State’s multi-caucus Forest Practices Forests and Fish Adaptive Management Program by managing the effective and efficient execution of Cooperative Monitoring and Research Committee (CMER) research and monitoring initiatives. The position acts as a consultant to the Adaptive Management Program Administrator (AMPA) and the multi-caucus CMER and Timber Fish and Wildlife Policy Committees. The position coordinates the development of adequate project plans and tools, and the execution and control of projects project accountability and administrative tracking by managing state, tribal, local government, large and small landowner, conservation and other caucus’s research and monitoring program scopes of work, schedules, contracts, and deliverables. The majority of the work involves working with senior private and public scientists and consultants; senior staff of other state, local, and federal agencies; senior tribal staff, caucus members, and other interested individuals and groups outside of the agency who provide policy guidance and science-based recommendations and technical; recommendations to assist the Forest Practices Board in determining if and when it is necessary or advisable to adjust forest practice laws, rules, and guidance for aquatic resources to achieve Forest and Fish and associated Habitat Conservation Plan resource goals and objectives.
- Qualifications
- REQUIRED QUALIFICATIONS:
- Bachelor’s degree with a major study in a natural resource science (e.g., forestry, fish biology/management, wildlife management/biology, riparian ecology) or a closely related field, and five years professional work experience in one of these fields.
- Significant experience in project management, or as a policy analyst or consultant in a natural resource or environmental field.
- Three years of natural resource knowledge based project management and contract experience in a large/complex environment to include experience managing and directing professional staff; writing/managing project statements of work, budgets, and schedules.
- Demonstrated knowledge of project management planning, principles and techniques.
- Practical experience functioning effectively and producing results in a cooperative natural resource management and/or research program.
- Exceptional interpersonal communications with multiple media and practical group process experience (facilitation, collaboration, negotiation and conflict resolution).
- Creative problem solver, demonstrated ability to think strategically and act assertively while maintaining productive professional relationships. Ability to research, analyze, and think critically, including creativity and innovation where appropriate.
- Knowledge and understanding of forestry/aquatic resource interaction research and monitoring techniques.
- Leadership and collaboration, including the ability to listen, understand, facilitate and work skillfully and persuasively in teams. Motivated and positive presence. Independently apply direction to specific circumstances.
- Applying excellent awareness of and sensitivity to a broad range of stakeholder concerns related to forest ecology and forest practices.
- Demonstrated ability to implement strategic and operational work plans, think conceptually, observe and interpret trends, analyze data, identify key relationships, and draw logical conclusions associated with effective and efficient natural resource research and monitoring project management.
DESIRABLE QUALIFICATIONS:
- Practical experience working with the Washington Forest Practices Rules and the Forest Practices Adaptive Management Program.
- Practical experience conducting and managing forestry/aquatic resource interaction research and monitoring projects.
- Practical experience working in a cooperative, consensus based research and monitoring program.
- Knowledge and understanding of statistics, including experimental design, sampling procedures, hypothesis formulation and testing.
- Five+ year’s progressively responsible experience in project management.
- A graduate degree in a natural resource science (e.g., forestry, fish biology/management, wildlife management/biology, riparian ecology).
- An advanced degree or certification in project management
SPECIAL POSITION REQUIREMENTS AND WORKING CONDITIONS
- Ability to work on uneven terrain in all weather conditions.
- The incumbent in this position is required to travel.
- Must have a valid driver’s license and have two years of driving experience. This position requires driving as an essential function. Employees who drive for state business, whether in a state or privately-owned vehicle, are required to possess a valid license as defined in policy PO02-006 and abide by all other driver responsibility requirements.
