SALARY RANGE:

$3,883 – $5,229 per month

TYPE OF POSITION:        

Permanent, Full-time.   This position is represented by the WPEA.

POSITION PROFILE:

The Federal Lands Unit Forester (NRS3) reports directly to the Federal Lands Section Manager working under the Northeast Region Assistant Region Manager for State Lands (SLA).

This position acts as the project manager for the development and maintenance of a dynamic 5-year forest restoration and management plan for commercial timber harvest and non-commercial restoration activities in the work unit. Additionally, this position acts as the project manager in the implementation of the dynamic 5-year forest restoration plan for the work unit. This involves collaboration with the lead agencies, organization, and monitoring of projects schedule, ensuring all staff are aware of any necessary program/plan adjustments.

In coordinating with these various specialists, programs and other federal entities, the Unit Forester will receive assessments, recommendations and inputs that can be used to draft, finalize and alter the forest management plan. Coordinates with USFS, BLM, or other federal agency’s support staff. Throughout the unit, this position works with external sale purchasers and their appointed harvesters to ensure unit deliverables of 5-year plan are met. In coordination with direct reports and other Unit staff, completes project design and layout with input and support of USFS, BLM, and other agency specialists.

Coordinates and/or conducts compliance activities within assigned unit, making adjustments where necessary to cover high work load times, leave, or other issues. Ensures lead agency objectives are met. Works to resolve sensitive resource issues with a variety of partners. Develops and fosters collaborative partnerships with diverse internal and external stakeholders to find creative and innovative solutions.

Supervises a work unit of up to two Foresters (NRS 2) and up to two non-perm Foresters (NRS1). Working under minimal supervision within established procedures, methods and standards, uses tactical thinking to address various personnel and customer service issues.

Qualifications
REQUIRED QUALIFICATIONS:

A working knowledge of:

  • Environmental planning principles, techniques, current trends, environmental laws, policies and programs concerning all phases of land and resource management;
  • Governmental administrative structure at local, state, and federal levels;
  • Environmental, social and other problems affecting development of local and public land environmental resource programs;
  • NEPA process and requirements.
  • Methods and objectives of urban and natural resources planning;
  • Principles of staff supervision.

Ability to:

  • Accept responsibility for assigned tasks and activities;
  • Develop long-range work plans, think conceptually, observe and interpret trends, analyze data, identify key relationships, and draw logical conclusions
  • Maintain an effective working relationships with governmental official;
  • Provide a consistent message and provide a positive attitude about the program’s development and program projects;
  • Interpret federal policy and procedures;
  • Frequently communicate with federal employees through their agency policies and procedures;
  • Address large groups and write effectively;
  • Supervise staff work and manage major program activities
  • Work independently or as part of a team on assigned tasks
  • Proficient in performing a variety of field forestry related tasks involved in the assessment of the environmental elements of forest management
  • A working knowledge of contract principles and development
  • Proficiency at using GPS equipment to map planning areas
  • Proven experience with computer based GIS programs such as ArcGIS
  • Proficient in the use of Microsoft office software programs including word and excel

This level of knowledge and skill is typically achieved with a bachelor’s degree in environmental science, forestry, or a closely related natural resource field and   three years’ professional experience.

DESIRABLE QUALIFICATIONS:

  • A Master’s degree or above with major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field,
  • A thorough knowledge of federal policies and procedures implemented under the USFS, including the National Environmental Planning Act (NEPA), the Agricultural Act of 2014 (2014 U.S. Farm Bill), and other federal policies typically associated with implementation and planning of federal projects; AND
  • Two years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development.
OR

One year of experience as an Environmental Planner 3 and two years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development,

OR

A Master’s degree with major emphasis in business administration, financial management, resource economics, public administration, or closely related field; AND One year of full-time professional experience in budget analysis and planning.

SPECIAL POSITION REQUIREMENTS AND WORKING CONDITIONS

  • The incumbent in this position is required to travel.
  • Must have a valid driver’s license and have two years of driving experience. This position requires driving as an essential function.  Employees who drive for state business, whether in a state or privately-owned vehicle, are required to possess a valid license as defined in policy PO02-006 and abide by all other driver responsibility requirements.

Retirement and Deferred Compensation

Vacation (Annual Leave)
You begin accruing vacation starting your first month of employment. Since we value your loyalty, the amount of vacation you can accrue increases the longer you work with us. Washington State supports members of the armed forces with 21 days paid military leave per year. Vacation accrues for full-time employees per WAC 357-31-165.
