SALARY RANGE:

$3,883 – $5,229 per month

TYPE OF POSITION:        

Permanent, Full-time.   This position is represented by the WFSE.

POSITION PROFILE:

This position is an important function of the stewardship principles established by the Department.  The management of trust assets is linked to decisions made during the presales, sales compliance, and silviculture functions of the District/Region team.  The Unit Forester portion of the team is an important element that contributes to the success of meeting our goals and objectives both long and short term.
The primary duties and responsibilities of this position include:

  • Supervision of Forester 1’s during the layout of various types of timber sales including reconnaissance, stream typing, identifying areas needing special protection, developing logging plans, marking and traversing sale boundaries, identifying and traversing road locations, marking leave trees, and completing SEPA’s, FPA’s, timber sale related maps, and other presales documents
  • Administering and Supervising Forester 1’s who administer timber sale contracts (Board, Region, and Direct), which includes ensuring compliance with contractual requirements involving road building activities, timber harvest operations, log/load accountability, environmental regulations, policies, and permits, and generating periodic billings
  • Developing silvicultural prescriptions, timber sale schedules, and work priorities for staff.
  • Identifying and scheduling road maintenance activities such as road grading, roadside spray projects, and ditch and culvert cleanout
Qualifications
REQUIRED QUALIFICATIONS:

Technical Knowledge/Skill:

  • Demonstrated regard for safety in all aspects of the working environment
  • Experience in applying theory, policy, principles and practices of the forestry profession as applied to Northwestern United States (i.e., fundamentals of: silviculture of Northwest species, markets and economics, cruising methods, sales layout, logging methods, engineering, plant nutrition, propagation and weed control, reforestation and intensive forest practices, recreation, multiple use, inventory, water quality, watershed management and basic principles of fisheries management.)
  • Understanding of current forest management plans, Habitat Conservation Plan, and associated agency policies and procedures
  • Professional experience in the application of forest management objectives and timber management planning
  • Experience preparing and/or managing timber sales contracts
  • Experience with ground and cable logging systems, and forest road construction
  • Experience with, and understanding of Forest Practices rules, natural resources law and practices
  • Experience with computer applications such as Microsoft Word and Excel.
  • Experience with GPS technology and GIS mapping products
  • Strong written and verbal communication skills
  • Strong Facilitation and negotiation skills

Supervisory Knowledge/Skills:

  • Ability to assign work and set performance standards and expectations
  • Ability to provide performance feedback and coaching
  • Ability to provide training and development
  • Ability to foster employee motivation and performance-based recognition.

This level of knowledge and skill is demonstrated through the ability of the incumbent to work under the general guidance of the district manager.  The supervisor typically reviews outcomes and provides advice or direction as needed   Work performed is complex rather than routine.  Assignments normally involve making decisions and judgments within established precedents. This level of knowledge and skill is typically achieved with:

  • A Bachelor’s degree in forestry or related field; and two years of professional forestry experience.

  • A two year degree in forestry or related field, four years of professional forestry experience.

DESIRABLE QUALIFICATIONS:

  • Bachelor’s degree in forest management, forest operations or silviculture
  • Three years of professional forestry experience
  • Experience practicing forestry and silviculture tasks involved in the management of State trust lands
  • Six months of supervisory experience with responsibility for assigning work to other staff, coaching other staff, and evaluating the work product of other staff
  • Knowledge of employment rules and regulations as they apply to permanent and non-permanent DNR employees
  • Experience with timber marketing and financial appraisals
  • Professional experience utilizing forest growth and yield simulators
  • Knowledge and demonstrated application of the Incident Command System

SPECIAL POSITION REQUIREMENTS AND WORKING CONDITIONS

  • Ability to work on uneven terrain in all weather conditions.
  • The incumbent in this position is required to travel.
  • Must have a valid driver’s license and have two years of driving experience. This position requires driving as an essential function.  Employees who drive for state business, whether in a state or privately-owned vehicle, are required to possess a valid license as defined in policy PO02-006 and abide by all other driver responsibility requirements.
  • Must be at least 18 years of age at the time of hire.
  • Ability to obtain and maintain a WSDA Pesticide Applicator License.

Retirement and Deferred Compensation

Vacation (Annual Leave)
You begin accruing vacation starting your first month of employment. Since we value your loyalty, the amount of vacation you can accrue increases the longer you work with us. Washington State supports members of the armed forces with 21 days paid military leave per year. Vacation accrues for full-time employees per WAC 357-31-165.
