Position Summary
Develops geographic information system (GIS) applications, designs new data structures, and maintains geographic data. Installs and maintains GIS hardware and software. Performs spatial analysis in the production of GIS maps and reports.
Essential Functions/Major Responsibilities
a) Maintains geographic information in the County GIS including tax lots, soils, land use, streams, roads, topography, zoning, survey control, and other data.

b) Documents GIS user needs. Designs application software for input, update, and display of geographic information. Writes programming code to create new applications.

c) Creates new geographic data in support of County operations as directed by the Supervisor.

d) Assists in the quality control administration of outside contracts.

e) Converts and integrates spatial data coverages and attribute databases from a variety of data resources. Reviews data for currency, accuracy, usefulness, quality, and documentation.

f) Develops program alternatives for GIS implementation for review by the Supervisor, including costs, benefits, and timelines.

g) Assists in the development of cartographic and digital data standards for the County GIS.

h) Performs complex analysis on spatial data using GIS software tools.

i) Provides training and technical assistance in the operation of GIS systems to users in County departments and offices.

Typical Qualifications
EDUCATION/EXPERIENCE/LICENSES/CERTIFICATES REQUIRED:

A Bachelor’s degree from an accredited four-year college or university with major course work in geography, cartography, computer science, land surveying, engineering or a closely related field and two years experience operating land-based mapping applications. Or any combination of education, experience and training which provides the required knowledge, skill, and abilities as determined by the Surveyor. A valid Oregon driver’s license with an insurable driving record is required.

SPECIFIC JOB SKILLS:

Knowledge of the principles, theories and methods of Geographic Information Systems, including current developments in technologies. Ability to comprehend and manipulate complex land based data systems involving interdepartmental interaction. Establish and maintain an effective working relationship with County departments. Ability to use and manipulate various computers and computer networks. Familiar with programming languages and scripting tools. Skill in the development, programming and use of software necessary for the creation and implementation of a county-wide Geographic Information System.

JOB SCOPE:

Position encounters a wide variety of work situations. Operates independently with minimal supervision. Job involves a high degree of complexity in the development of applications, design of data structures, data manipulation and maintenance. Provides training and technical assistance to GIS users. The consequences of errors affect multiple County departments.

JOB CONDITIONS:

Normal working conditions, may require overtime, may require work outside of normal working hours. Occasional extensive CRT work. May require significantly extended working hours during disaster response.
