Information Technology Specialist 5 – GIS Analyst for Student Transportation

The Washington State Office of Superintendent of Public Instruction (OSPI) seeks a charismatic professional to join the OSPI team as the GIS Analyst for Student Transportation. Duties
This position provides the ongoing maintenance of the GIS infrastructure (data, software, and web services) that supports the Student Transportation Allocation Reporting System (STARS) application, Inventory and Condition of Survey (ICOS) application and other agency applications that utilize geospatial data and services. This position serves as the GIS technical lead and subject matter expert on geospatial data, applications, services, and analysis products for the agency.

The analyst position will assist the Director in developing material in response to legislative requests and developing fiscal notes in response to agency or legislative proposals for modification of the funding model.

This position is required to create, edit and maintain geospatial data and metadata for the Agency, develop map templates and establish overall standard map designs. This position also performs complex geospatial and statistical analysis of lard datasets and automates geospatial analysis tasks using scripting languages such as Python. This position is a resource for all Agency program areas to design and develop efficient utilizations of GIS technology to meet various business needs.

This position is the administrator of all GIS (ArcGIS) technologies including server software maintenance, design and implementation.

Required Qualifications

  • A postsecondary degree in GIS, Cartography, Urban Planning or other discipline within an emphasis in GIS. An additional 4 years of experience in a professional IT and/or GIS position may be substituted for a degree, provided that experience is not concurrent to the experience requirement below.
  • 5 years of information technology experience such as consulting, analyzing, designing, programming, installing and maintaining GIS software applications, and experience with specifications for hardware, directing GIS or other IT projects, and providing customer and technical support in IT.
  • Ability to communicate effectively (both orally and in writing) to team members, and with various customers and stakeholders.

Desired Qualifications

  • Master’s degree in GIS, Cartography, Urban Planning or other discipline with an emphasis in GIS.
  • Certification as a Geographic Information Systems Professional (GISP) by the GIS Certification Institute.
  • 8 years of GIS experience including administering ArcGIS Server Services; designing and maintaining GIS web applications; developing and maintaining geospatial data and metadata; performing GIS and statistical analysis of large datasets; and the development of professional quality cartographic products for a large government agency or private business.
  • Experience in designing spreadsheets and the use of database applications, including related reporting systems. Ability to quickly absorb essential elements of computer systems.
  • Experience working within an Educational Agency at the State or Local level.

Compensation
The annual compensation for the position is $65,580-$86,076 per year and depends upon experience, educational background and qualifications. Washington State offers a generous benefit package including health, dental and life insurance, retirement and an optional deferred compensation program. Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees’ Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems‘ web site.
 
Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
 
Vacation (Annual Leave)
You begin accruing vacation starting your first month of employment. Since we value your loyalty, the amount of vacation you can accrue increases the longer you work with us. Washington State supports members of the armed forces with 21 days paid military leave per year. Vacation accrues for full-time employees per WAC 357-31-165.

Social Security
