The Toxics Cleanup Program (TCP) is looking to fill a UST Database Coordinator & Planner (Environmental Specialist 3) (In-Training) position. The position will be located in our Northwest Regional Office (NWRO) in Bellevue, WA.

The goal of the UST Database Coordinator & Planner position is to assist in prevention and cleanup of pollution of the soil and groundwater by supporting the inspection and cleanup of underground storage tanks (UST). Regional point of contact for resolution of database issues concerning UST sites and leaking underground storage tank (LUST) sites.

Duties

Accidental spills of dangerous materials and past business practices have contaminated land and water throughout the state. The Toxics Cleanup Program (TCP) works to remedy these situations, which range from cleaning up contamination from leaking underground storage tanks, to large, complex projects requiring engineering solutions. Our mission is to get and keep contaminants out of the environment.

The Toxics Cleanup Program works with local government and developers to improve the local economy and ensures environmental justice including the development of the “Healthy Housing Remediation Program”, which aims to connect cleanup of contaminated sites to the redevelopment of those sites into affordable housing projects.

Some of the key work activities for the UST Database Coordinator & Planner at the Environmental Specialist 3 level are:

The position will assist in ensuring the section database is kept current so that data and information can be used to track and improve our strategic and operational planning, leadership, Section performance measurement and assist in the improvement of our tracking databases and tools available to the unit, section and management.

This position accomplishes the following:

The position serves as a resource to section management, other UST inspectors and contaminated site managers on regional UST facility conditions that potentially impact an operating regulated UST facility, proposed or current investigation, cleanup or facility reuse. The position schedules inspections, maintains the UST database and files, processes fee payments, tracks enforcement actions, inspection schedules and staff response times for report reviews, and other requests by facility owners/operators and applicants  in order to meet the Program goals.

This position solves the following kinds of problems:

This position will monitor inspection schedules quarterly, bi-annually and annually, provides required inspection schedules to each inspector and keeps Section Manager and Unit Supervisor informed of inspection performance issues to ensure we meet Program goals and public service. This position will assist in resolving citizen concerns and complaints concerning potential releases to the environment.

This position requires strong people and communication skills in order to ensure that citizen’s concerns are properly addressed, must be able to assist in finding resolution to challenging customers and situations and resolve citizen concerns and complaints concerning potential releases to the environment.

Culture of the team: 

The Section consists of four units with related responsibilities and for the most part works well as a unified team.  The UST team typically implements their duties independently therefore requiring this position to ensure that the UST unit interacts and supports the larger Section team.

Qualifications
The goal class for this position is an Environmental Specialist 3 (ES3). We will consider applicants who meet the requirements for the Environmental Specialist 2 or 3 levels. If the finalist meets the requirements for the ES2 level, they will be placed into a training program to become an ES3 within a specified period of time.Required Qualifications:

At the Environmental Specialist 2 level – Pay Range: 45 ($3267 – $4275) Monthly

A Bachelor’s degree involving a major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field, AND one (1) year of professional level experience in environmental analysis or control, or environmental planning.

Additional qualifying experience will substitute year for year for education.

OR

One (1) year of experience as an Environmental Specialist 1.

OR

A Master’s degree in one of the above fields.

At the Environmental Specialist 3 level – Pay Range: 49 ($3592 – $4715) Monthly

A Bachelor’s degree involving a major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field, AND two (2) years of professional level experience in environmental analysis or control, or environmental planning.

Additional qualifying experience will substitute year for year for education.

OR

One (1) year of experience as an Environmental Specialist 2.

OR

A Master’s degree in one of the above fields will substitute for one (1) year of the required experience.

Insurance Benefits

Retirement and Deferred Compensation

Vacation (Annual Leave)

You begin accruing vacation starting your first month of employment. Since we value your loyalty, the amount of vacation you can accrue increases the longer you work with us. Washington State supports members of the armed forces with 21 days paid military leave per year. Vacation accrues for full-time employees per WAC 357-31-165.
