(NRS2) $3,592 – $4,832 per month
or
(NRS1) $3,185 – $4,275 per month (This job opening may be filled with a NRS1 in-training)

POSITION PROFILE:

This position supports the agency mission by providing professional, forward-looking stewardship of our state lands, natural resources, and environment and by providing leadership in creating a sustainable future for the Trusts and all citizens.
The primary duties and responsibilities of this position include:

  • Perform as lead forester on the layout of various types of timber sales including reconnaissance, stream typing, marking and traversing sale boundaries, identifying and traversing road locations, marking leave trees, and completing SEPA’s, FPA’s, and other presales documents
  • Perform as a Contract Administrator for various state land timber sales, which includes felling and yarding, road building activities, billings, and ensuring compliance with environmental regulations, policies and permits.
  • Work in team and individual settings to achieve the district and region volume deliverables.
  • Develop planting prescriptions, schedule surveys and maintenance activities in the Department’s Planning and Tracking system and Timber Sale Document Center.
  • Updating Region transportation and local knowledge layers and corporate hydrology and FMU layers based on professional judgment of physical observations of resources and infrastructure.
  • Identify and schedule road maintenance activities such as road grading, roadside spray projects, and ditch and culvert cleanout.
  • Conduct various types of plantation and forest stand surveys as needed.
  • Represent the agency in a professional manner, when interacting with internal and external stakeholders.
  • Take an active role in the department’s fire suppression activities (not required).
Qualifications
REQUIRED QUALIFICATIONS:
Natural Resource Specialist 2:

  • Demonstrated regard for safety in all aspects of the working environment
  • Knowledge of principles and practices of the forestry profession as applied to the Northwestern United States (i.e., fundamentals of silviculture of Northwest species, sales layout, logging methods, engineering, reforestation and intensive forest practices)
  • Demonstrated understanding of forest management objectives and timber management planning
  • Knowledge of Forest Practices rules and other forestry laws and practices
  • Experience correctly using topographic maps, aerial photos and compass
  • Knowledge of forest mensuration techniques and forestry tools
  • Experience with, or demonstrated education in ground and cable based harvest systems and road construction techniques
  • Experience with computers and computer applications such as MS Word, MS Excel Outlook, UNIX, ArcView, ArcGIS, and specialized forestry equipment including GPS systems
  • Strong written and verbal communication skills
  • Strong negotiation skills
  • Proven ability to make decisions in a dynamic and sometimes stressful environment

This level of knowledge and skill is typically achieved with:

  • Bachelor of Science in forest management, silviculture or related natural resource field and one year of professional natural resource experience

OR

  • Two year Associate degree in an environmental or natural resource field and 2 years of natural resource work experience

DESIRABLE QUALIFICATIONS:

  • Bachelor’s degree in forest management, forest operations or silviculture
  • 2 years of professional natural resource management experience, including designing and managing timber harvest plans or contracts.
  • Knowledge of Westside forest management objectives and silviculture practices
  • Understanding of current forest management plans, Habitat Conservation Plan, and associated agency policies, procedures, and rules
  • Knowledge of timber cruising and rog scaling
  • Experience with the fundamentals of fogging road design and construction
  • Experience assessing logging systems, including the capabilities of cable systems in thinning operations
  • Experience using and adapting GIS technologies, including mapping and querying

SPECIAL POSITION REQUIREMENTS AND WORKING CONDITIONS

  • Ability to work on uneven terrain in all weather conditions.
  • The incumbent in this position is required to travel.
  • Must have a valid driver’s license and have two years of driving experience. This position requires driving as an essential function.  Employees who drive for state business, whether in a state or privately-owned vehicle, are required to possess a valid license as defined in policy PO02-006 and abide by all other driver responsibility requirements.
  • Must be at least 18 years of age at the time of hire.

Retirement and Deferred Compensation

Vacation (Annual Leave)

You begin accruing vacation starting your first month of employment. Since we value your loyalty, the amount of vacation you can accrue increases the longer you work with us. Washington State supports members of the armed forces with 21 days paid military leave per year. Vacation accrues for full-time employees per WAC 357-31-165.
