Senior GIS Systems Administrator- IT Specialist 5

The Information Technology Services Division (ITS) improves business and science with enterprise-class information technology (IT). The staff fosters the most and best-possible secure, connected, and efficient information systems to maximize program-specific and/or organizational outcomes by implementing and supporting legacy and state-of-the-art technology infrastructure, hardware, and software. It administers enterprise-level technology services and support. Business and science operations are enhanced or newly created via effective internal systems development activity or by assisting and selecting best-qualified external-developer partners and effecting necessary integrations with DFW or State technology resources.
The Senior GIS System Administrator is primarily responsible for administering the agency’s Environmental Systems Research institute’s (ESRI) GIS application software resources including ArcGIS Server (as a backup) and ArcGIS Desktop, providing design and development support to agency programs, providing GIS data and database administration, and evaluating and recommending GIS infrastructure changes and acquisitions to improve staff and public access to GIS resources.  The Agency Senior GIS System Administrator serves as a senior professional specialist for GIS system administration.  As a senior consultant/advisor to management, project managers, and other information technology professionals, provides technical leadership and expert consultation in the area of infrastructure design and support, spatial data management, and application development with particular emphasis on web based mapping systems.  The geographic and business scope of this position is statewide involving delivery of services to all agency programs, other State agencies, and the public.

Duties

  • Administers the agency’s GIS application software ArcGIS Desktop (ArcMap, Pro) and other GIS related products and provide backup to the ArcGIS Enterprise Environment.
  • Provide Backup for Agency GIS Data and Database Administration.
  • Agency GIS support and maintenance.
  • Researching/Evaluate GIS tools in coordination with WDFW Business Units
  • Maintain a current knowledge of ArcGIS technology.

Qualifications

Required Qualifications:

  • Minimum of four (4) years of professional experience in information technology with emphasis on the administration of Esri’s suite of GIS tools including ArcGIS Desktop, ArcGIS Server, and ArcSDE in a Windows based environments.
  • Knowledge of and experience in the design, development and implementation of ESRI GIS web based applications.  Working knowledge of JavaScript, HTML, and XML and their use in ArcGIS Server applications. Working knowledge of the Python scripting language and shell scripting languages common to the windows environment.
  • Knowledge of and experience with relational database design in a SQL Server environment.
  • Knowledge of Vector Tile, Tile and Mobile Map Packaging.
  • Ability to utilize and interpret geographic information sources such as maps and spatial statistics.
  • Ability to work effectively in a team environment promoting communication, consensus decision making, and team cooperation.
  • Ability to effectively communicate verbally and in writing to technicians, managers, and professional staff about complex, technical topics.

Desirable/Preferred Qualifications:

  • Bachelor’s degree in Geography or related field.
  • Technical understanding of hardware, software and computer programming.
  • Experience working with open-source relational and non-relational databases (e.g., PostgreSQL, MongoDB) and GIS Software (e.g., PostGIS, QGIS)
  • Undergo a background check, which will include fingerprinting.

Working Conditions: 
Working environment is a busy office setting. Varying degrees of activity occur in the common areas during working hours; most tasks will involve sitting at a desk and working on a computer. Incumbent must be able to work amid distraction. Standard business hours are Monday-Friday, 8:00 a.m.-5 p.m., but may be required to work more than 40 hours per week or on weekends to meet deadlines during peak periods and/or to meet business needs. Some travel may be required throughout the State to attend training, meetings, and conferences. Employee may undergo a background check, which will include fingerprinting.

This position is in the bargaining unit represented by the Washington Federation of State Employees (WFSE), and is subject to the terms of the Collective Bargaining Agreement between the State of Washington, Department of Fish & Wildlife, and the Washington Federation of State Employees (WFSE).
