Summary of Duties

The Thurston County Public Works Department, located in Olympia, Washington, is seeking an experienced Water Resources Division Manager. This position is a direct report to the Public Works Director and responsible for the overall management of the Water Resources Division which consists of the Storm and Surface Water Utility, the Noxious Weed and Lake District Management programs, three water utilities, and four sewer utilities.

The Water Resources Division Manager is also involved in the management of stormwater and water resource programs; flood programs watershed planning; capital facilities planning, project identification, studies, design, construction, and operations and maintenance. Provides administrative oversight of the Thurston County Drainage Design and Erosion Control Manual; implements the requirements of the state issued municipal stormwater permit and the Environmental Monitoring Program.

Additional responsibilities may include, but would not be limited to the following:

  • Directs division operations to achieve goals within budgeted funds and available personnel.
  • Manages the staff of the Water Resources Division including evaluation, supervision, and discipline.  Leads and organizes recruitment of staff.  Plans and assists in the organization of Division work plans.  Develops performance standards, provides training and coaching, monitors progress and evaluates employee performance, including programs, policies, and procedures.
  • Creates short and long-range development plans, including project time lines.  Establishes current and long-range overall work programs, budgets, and staffing needs.
  • Develops and oversees operating and capital budget preparation, expenditure controls, revenue tracking, grant compliance, and reporting for a wide range of water resource-related projects.
  • Develops, implements, and administers the Utility’s rate programs including establishing rates and charges, rebate program, and billing adjustments.
  • Responsible for the administration of and compliance with the County’s Municipal (NPDES and State Waste Discharge) Stormwater Permit within the multiple county departments.
  • Oversees communication priorities for the Program’s communication, education, and outreach efforts, including regular communication channels.

Qualifications

  • Bachelor’s degree in Urban or Regional Planning, Natural Resources, Civil or Environmental Engineering, Public Administration, or a related field. OR, any equivalent combination of training and/or experience that provides the required knowledge and abilities.
  • Five years of management-level experience in managing storm water or utility operations with at least three years previous supervisory experience where responsibilities included leading a large team or work group.
  • Must possess knowledge and experience in budget development, setting and administering utility rates, and grant management.
  • Ability to utilize a personal computer and related software packages to perform word processing, research, data analysis, information retrieval, and tracking.
  • A valid Washington State driver’s license (or must obtain WA license within 30 days of hire).

Desired Skills

The ideal candidate will also possess the following:

  • Master degree in Urban or Regional Planning, Natural Resources, Civil or Environmental Engineering, Public Administration, or a related field is preferred.
