Overview

The Drinking Water and Groundwater Protection Division of the Department of Environmental Conservation serves to protect of human health and the environment by conducting outreach, education, assistance and regulation of Vermont’s drinking water suppliers, groundwater resources.  The Division is seeking a talented Environmental Analyst to help implement Vermont’s Groundwater Management Strategy by working with a dedicated set of program staff.

The specific activities of the position are as follows:

  • Assist Vermont’s municipalities and other drinking water suppliers by coordinating Source Water Protection Planning activities. This includes review of existing and renewed plans, reminding municipalities of the timeline for plan renewal, and developing methods and prioritizations for improved source water protection activities in Vermont.
  • Engage with municipalities and other water suppliers to pro-actively seek redundant and backup sources, and to protect existing sources.
  • Promote groundwater reclassifications to Class II or Class I to protect groundwater for drinking water use. This may involve engagement with municipal officials, that may occur outside of normal daytime working hours.
  • Identify and implement specific actions within the Vermont  Groundwater Management Plan to support groundwater protection.
  • Analyze data and information in order to issue source permits for Transient Non-Community water systems.
  • Review requests for “Phase II and Phase V monitoring waivers” by determining adequacy of source water protection activities outlined in Source Protection Plans.
  • Develop expertise on source water protection impact on L/T2 “microbial toolbox.”

The ideal candidate for this position will have experience and/or proficiency in:

  • Persuasive and effective public speaking, including the ability to communicate technical information in lay terms.
  • Understanding groundwater movement through and between various aquifer types.
  • Analysis of subsurface contaminant fate and transport.
  • Understanding of municipal planning, zoning, and overlay districts.
  • Ability to develop partnerships and to leverage resources to sustain those partnerships.
  • Prior experience or ability to develop experience in source water protection planning.

Environmental Factors

Duties are largely performed in an office setting; however, some field travel may be necessary for which private means of transportation must be available. Field work may involve exposure to chemicals, gases, hazardous liquid and solid waste, construction sites during all weather conditions and may involve traversing rough terrain and bodies of water. Some work outside of regular working hours, including attendance at public meetings, may be required. Strong differences of opinion may be encountered on a regular basis.

Minimum Qualifications

Bachelor’s degree in a biological-life or physical science, engineering, or an environmental or natural resources field AND four (4) years or more at a professional level in an environmental or natural resources field.

OR

Master’s degree or higher in an environmental or natural resources field AND two (2) years or more at a professional level in an environmental or natural resources field.

OR

Two (2) years or more as an Environmental Analyst III.
