The Department of Ecology is recruiting for a Marine Policy Associate (Environmental Planner 3) in the Shorelands and Environmental Assistance (SEA) Program. This position will be located in our Headquarters Office in Lacey and will work with a talented and dedicated team of people working in shoreline, coastal, and floodplain management.

This position serves as an independent project manager responsible for guiding the development of marine resource plans, programs, policies and regulations.  As an associate planner, this position provides expertise and consultation to Ecology staff, state agencies, and local governments on marine policy and planning issues; guides the ongoing implementation of the state’s Marine Spatial Plan; and represents the Department of Ecology on various marine policy committees and projects.

We are looking for applicants with a strong coastal or marine science and policy background and the ability to develop thoughtful, creative, and effective solutions to challenging marine policy issues. Applicants should have strong analytical and project management skills. They should also have excellent oral and written communication skills and be able to build and maintain cooperative relationships with agency staff, tribes, local governments, and coastal stakeholders. Our ideal candidate will have hands-on experience in marine planning, aquaculture, or related issues. They will also be able to identify key stakeholders concerned with ocean and marine policy issues and generally understand their views and priorities.

Ecology’s mission is to protect, preserve and enhance Washington’s environment, and promote the wise management of our air, land and water for the benefit of current and future generations. Our goals are to prevent pollution, clean up pollution, and support sustainable communities and natural resources.

The mission of the Shorelands and Environmental Assistance (SEA) Program is to support community conservation efforts for our shorelands, wetlands, and floodplains.

This position provides technical support and consultation to Ecology staff, state agencies, and local governments on a variety of marine policy issues. This includes analyzing issues and identifying potential solutions; developing plans, reports, guidance documents, and other informational materials; reviewing and evaluating proposed legislation; and representing the program in various marine policy forums. Some specific responsibilities include:

  • Working with partner agencies, tribes, and stakeholders to carry out priority activities under the state’s new Marine Spatial Plan (MSP) for our coastal waters. This includes identifying high priority data and information needs; refining ecosystem indicators; making improvements to the MSP website; and identifying and completing other MSP tasks in consultation with state agency partners.
  • Conducting ongoing education and outreach to local and state planners on effectively integrating and applying the MSP in their relevant programs and processes.
  • Collaborating with partner agencies to develop guidance and other tools for local governments planning for and permitting marine aquaculture.
  • Providing staff support to the Governor’s State Ocean Caucus and provide planning and policy development assistance. This includes developing meeting agendas and documenting meeting outcomes in consultation with the Governor’s Ocean Policy Advisor.

Qualifications

Required Qualifications:

A Master’s degree or above with a major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field,

AND

Two (2) years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development.

OR 

A Bachelor’s degree in a field listed above or in a natural science

AND

Four (4) years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development.

OR

One (1) year of experience as an Environmental Planner 2, provided a Master’s degree as described above has been obtained.

Desired Qualifications:

  • Educational background in marine management.
  • Two (2) years of experience working for a state, federal, local, or tribal resource or planning agency.
  • One (1) year of experience organizing, facilitating, or leading professional work groups.
  • Demonstrated ability to write clear reports and papers that effectively communicate to the intended audience.

Special Requirements / Conditions of Employment:

  • Must possess a valid driver’s license.
