The Department of Ecology is recruiting for a Marine Spatial Plan Coordinator (Environmental Planner 2) position in the Shorelands and Environmental Assistance (SEA) Program. This 18-month project position will be located in our Headquarters Office in Lacey and will work with a talented and dedicated team of people working in shoreline, coastal, and floodplain management.

This project position provides support in research, data analysis and outreach efforts on our marine waters. The position reports to the Coastal/Shorelands Section Manager and serves as a journey level environmental planner ensuring effective implementation of the state’s Marine Spatial Plan (MSP) through targeted education and outreach and the evaluation of scientific data for management of ocean resources on Washington Coast.

We are looking for applicants with knowledge or experience in ocean planning and marine science to help ensure the effective implementation of the state’s Marine Spatial Plan (MSP). Applicants should have excellent oral and written communication skills and be able to build and maintain cooperative relationships with agency staff, tribes, local governments, and coastal stakeholders. They should have a general understanding of the Shoreline Management Act, Ocean Resources Management Act, and other related coastal management laws and regulations. They should also have strong analytical and project management skills and at least a basic understanding of the views and priorities of the key stakeholders with an interest in ocean planning.

Ecology’s mission is to protect, preserve and enhance Washington’s environment, and promote the wise management of our air, land and water for the benefit of current and future generations. Our goals are to prevent pollution, clean up pollution, and support sustainable communities and natural resources.

The mission of the Shorelands and Environmental Assistance (SEA) Program is to work in partnership with communities to support healthy watersheds and promote statewide environmental interests. The (SEA) Program manages the Department of Ecology federally-approved state Coastal Zone Management (CZM) Program.

The Marine Spatial Plan Coordinator position will complete tasks that support the implementation and continued development of the recently adopted Marine Spatial Plan (MSP) for Washington’s Pacific Coast. Specific responsibilities will include:

  • Developing an MSP education and outreach plan and educational/training resources for multiple audiences.
  • Working with the SEA Program’s Marine Policy lead to provide technical assistance to local and state planners on how to integrate and apply the MSP in their relevant programs and processes.
  • Identifying high priority data and information needs for ocean resource planning and management.
  • Collecting and analyzing examples of innovative ways MSP is being implemented.

This recruitment will remain open until filled. The initial screening will be December 10, 2018. Please NOTE: This is a project position that is expected to last 18 months from when the person starts.

Qualifications

Required Qualifications:

A Master’s degree or above with a major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field,

AND

One (1) year of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development.

OR 

A Bachelor’s degree in a field listed above or in a natural science,

AND

Two (2) years of professional experience in in land use, urban, regional, environmental, or natural resource planning, and/or program development.

OR

One (1) year of experience as an Environmental Planner 1, provided a Master’s degree as described above has been obtained.

Desired Qualifications:

  • Educational background in marine management.
  • Two (2) years of experience working for a state, federal, local, or tribal resource or planning agency.
  • One (1) year of experience organizing, facilitating, or leading professional work groups.
  • Demonstrated ability to write clear reports and papers that effectively communicate to the intended audience.

Special Requirements / Conditions of Employment:

  • Must possess a valid driver’s license.
