VACANCY: Department of Public Works

MINIMUM QUALIFICATIONS: Graduation from an accredited college or university, preferably with a degree in Engineering, Geography, or related area, with relevant experience with GIS (Geographic Information System) and utility mapping, or any equivalent combination of engineering and training which provides the required knowledge, skills, and abilities.

REQUIREMENT(S): Must pass a criminal background investigation, pre-employment physical, and drug test. Must possess and maintain a valid driver’s license with a good driving record.

NATURE OF WORK PERFORMED: Data collecting, editing, computerized mapping and sharing work primarily focusing on the water distribution and sewer collection systems. Responsible for maintaining, upgrading, and utilizing the GIS data and computerized mapping associated with the City’s Department of Public Works according to specifications and quality control standards. Provide staff support and conducts research in retrieving information from various GIS-related files and relational databases. Creates and manages metadata for data and projects. Perform data entry, digitization, and data manipulation. Participate in the design, development, and creation of databases, maps, and other projects. Provide GIS technical support in the development, presentation, and maintenance of geographic data applications. Demonstrates continuous effort to improve operations, decrease turnaround time and streamline work. May keep basic records and prepare simple accurate reports. Will obtain and/or create and maintain additional data layers as needed, such as legislative boundaries, street centerlines, contaminated sites, planimetrics, topographical maps, and aerial and parcel mapping.

EXAMPLES OF WORK PERFORMED (Illustrative Only): Updates water and sewer system with information from researching legacy records, City Works work orders, and service records, and field data brought back by crew. Creates easement layer from paper documents. Provides online map projects and data sets for staff. Provides information to engineering consultants, DelDOT, and the general public. Works with consultants on GIS-related projects to upgrade and add to the Public Works GIS system. Generates display mapping for the Department of Public Works and shares information with other City departments with ArcGIS online or server applications as requested. Answers phones and provides relevant information to the general public and customers. Provides field help for mobile applications. Conducts GPS work. Assists with minor hardware and software problems. Performs all related work as required.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES: Ability to work effectively and complete job functions accurately under supervision. Considerable knowledge in the use of ESRI ArcGIS software. Knowledge of the basic principles and terminology of water and sewer systems. Computer-Aided Drafting (CAD) experience helpful. Ability to establish and maintain good and effective relationships with the public, as well as other City employees. Ability to use GPS unit. Field experience a plus. Proficient in MS Office (Word, Excel, Access, etc.).

RESIDENCY: City residency required within six months of employment.
