Summary

This is a new position for the department designed to meet the needs of the City’s expanding environmental programs. The focus of the work is on gathering data, performing inspections, providing education and outreach, responding to illicit discharges and connections, preparing reports, interfacing with the community, and performing research and analysis.

Work Environment:

Work involves both fieldwork and office work. Office work is performed indoors and requires sitting for long periods of time and operating a computer and other office equipment. Work can involve repetitive motions of the hands, wrists, and arms.

Field work involves walking over uneven terrain, stooping and kneeling to obtain samples, exposure to year-round outdoor elements, periodic exposure to hazardous waste and chemicals, and exposure to active construction site hazards. Work requires driving to perform site inspections and attend meetings. May require occasional lifting of up to 75 pounds.

Essential Functions

The functions of this position may include any or all of the following:

  • Performs inspections and responds to complaints regarding: drainage issues, spills and contamination, illicit discharge, and other issues related to City utilities.
  • Collects environmental samples; coordinates with laboratory for sample analysis; documents, tracks, and interprets findings; ensures relevant changes are made to prevent future issues.
  • Performs inspections related to public and private storm drainage systems, on-site septic systems, fats, oils and grease, critical aquifer recharge areas, and other pollution prevention programs; assists in development of the inspection program.
  • Assists in developing trainings and public outreach materials; presents materials to the general public, businesses, community groups, City departments, and other stakeholders.
  • Serves as City technical resource regarding pollution prevention, stormwater management, environmental remediation and mitigation, and hazardous waste issues.
  • May perform other duties in support of the City’s environmental and regulatory program goals.

Qualifications

  • Bachelor’s degree in environmental science, or related field.
  • Three or more years of experience in engineering, environmental science, stormwater, compliance, pollution prevention, or related field.
  • Or any combination of training and experience that would provide the desired knowledge, skills, and abilities.
  • Must complete 24-hour HAZWOPER training within 12 months of hire.
  • Certified Erosion and Sedimentation Control Lead preferred within 12 months of hire.
  • Valid WA State driver’s license with a driving record that meets City standards.

Knowledge, Skills & Abilities

Knowledge of:

  • Principles, practices, regulations, and techniques of pollution prevention.
  • Maintenance and operation of stormwater collection/ drainage systems.
  • Methods and techniques of sample collection, testing, and analysis.
  • Implementation of environmental programs, as they relate to the NPDES Phase II permit requirements for Western Washington.
  • General construction methods and practices, including methods of erosion control.

Skill in:

  • Using computers and applicable software programs.

Ability to:

  • Communicate effectively with property owners, business owners, developers, contractors, and the general public.
  • Read and interpret construction plans and drawings.
  • Interpret, apply, and explain provisions of code, regulations, and best practices.
  • Prepare and present clear, concise, and logical written and oral reports.
  • Organize and prioritize tasks in an effective manner; meet deadlines.
  • Establish and maintain effective working relationships with employees, contractors, developers, and the general public.
