The Department of Ecology is recruiting for a Shoreline Management Policy Lead (Environmental Planner 5) in the Shorelands and Environmental Assistance (SEA) program. This position will be located in our Headquarters Office in Lacey, WA, and will work with a talented and dedicated team of people working in shoreline, coastal, and floodplain management.
The Shoreline Management Policy Lead position works statewide with all management levels. This position is the lead for Shoreline Management Act policy in the State of Washington. We are looking for applicants with a strong shoreline management background and excellent policy analysis and project management skills. Our ideal candidate will have hands-on experience with shoreline planning and/or permitting. They will also have great communication skills and will be able to build and maintain cooperative relationship with agency staff, local governments, tribes, legislators, and diverse stakeholders.

the Shoreline Management Policy Lead position leads Ecology in developing and implementing Shoreline Management policies and procedures. This includes providing leadership on complex shoreline management issues; researching, developing and implementing new shoreline planning policies, procedures and initiatives; coordinating shoreline planning and permitting activities to ensure statewide consistency; and providing technical support and guidance to SEA program planning staff statewide. Some specific responsibilities include:
- Supporting SEA staff with shoreline planning, permitting, and compliance issues
- Providing final recommendations to the program manager on Shoreline Master Program approval decisions
- Working with Ecology staff and management; other state, local, tribal and federal agencies; the Legislature; and external stakeholders to further develop and implement state shoreline management policies
- Leading program efforts to update SMA regulations and reviewing proposed legislation related to shoreline management
- Leading interagency and intra-agency coordination on shoreline management issues

Qualifications
Required Qualifications:
A Master’s degree or above with a major emphasis in land use, urban, regional, environmental or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field
AND
Five (5) years of professional experience in land use, urban, regional, environmental or natural resource planning and/or program development.
Ability to: Demonstrate high level of knowledge of shoreline the Shoreline Management Act and other related laws and regulations; Shoreline Master Program development; land-use planning principles; and the basics of shoreline and aquatic science.
Desired Qualifications:
- Minimum of five (5) years of experience administering the Shoreline Management Act at the state or local level in the state of Washington.
- Certified AICP Planner
Special Requirements/Conditions of Employment:Must possess a valid driver’s license.
